A routine annual physical examination turned into a distressing experience for a 27-year-old woman after she allegedly discovered she was being secretly recorded while undressing inside a clinic in Tondo, Manila.

The victim had gone to a medical clinic on Juan Luna Street on July 20 after being referred by a barangay health center for an X-ray as part of her annual physical examination (APE).

While dressing, she noticed a cellphone placed under a table and positioned toward her.

She confronted the technician, who allegedly apologized and attempted to downplay the incident.

The suspect was identified as 25-year-old Joshua Kiefer Aguas, who was arrested and taken into custody by officers of the Manila Police District’s Jose Abad Santos Police Station (PS-7) later that day.

Initial investigation showed that the suspect was working only as a reliever at the clinic and was not a licensed X-ray technician, raising concerns about how he was allowed to handle patients and operate equipment.

The case widened after the victim reported seeing multiple similar videos stored on the suspect’s phone, suggesting that other patients may have also been recorded.

Police also found that the suspect had presented a Person with Disability (PWD) identification card that was not registered in the official database of Manila, prompting an additional charge for use of falsified documents.

He is now facing charges for violation of the Anti-Photo and Video Voyeurism Act of 2009 and falsification under the Revised Penal Code.

The Manila Health Department said it has yet to receive a formal report but will conduct its own inquiry, including verifying whether the clinic complied with proper licensing and staffing requirements.

Authorities are urging other possible victims to come forward as the investigation continues, amid broader concerns about patient safety and oversight in medical facilities.
