The incident happened in the early hours of July 16 at the corner of San Andres Street and Osmeña Highway, where 28-year-old Ruby Ann Wacay Damil was injured after falling from a moving jeepney.
Investigation showed that a jeepney driver, identified as Ronald Velasco Redito, was trying to flee from a group of unidentified men and women who were allegedly chasing him.
As the jeepney pulled away, Damil, believed to be part of the group, attempted to board the moving vehicle but lost her footing and fell onto the highway.
She landed in the path of an oncoming wing van and ended up beneath it as it continued moving. The incident, caught on video, quickly spread online and alarmed viewers. Despite the close call, she was not run over.
The truck driver, identified as Licudino Malliones, did not immediately stop but later turned himself in. He told authorities he was unaware that someone had fallen and was already under his vehicle at the time.
Damil was rushed to the Philippine General Hospital and is now recovering from her injuries.
The truck owner has pledged to shoulder her medical expenses, while the Manila city government has also extended assistance.
Police are continuing their investigation, including identifying those involved in the reported chase and reviewing the full sequence of events that led to the incident, which has raised fresh concerns over road safety and the dangers of boarding moving vehicles.
