Quad vows deeper cooperation with ASEAN on maritime security, emerging technologies

The Quad foreign ministers have pledged to deepen cooperation with the Association of Southeast Asian Nations (ASEAN) on maritime security, economic resilience, critical and emerging technologies, and humanitarian assistance as they sought to strengthen practical collaboration in the Indo-Pacific.

In a joint statement issued after their meeting in Manila, US Secretary of State Marco Rubio, Australian Foreign Minister Penny Wong, India’s External Affairs Minister Subrahmanyam Jaishankar, and Japanese Foreign Minister Toshimitsu Motegi said they would work with ASEAN to advance the practical implementation of the ASEAN Outlook on the Indo-Pacific (AOIP).

The ministers said the cooperation would focus on "our shared priorities of maritime and transnational security, economic prosperity and security, critical and emerging technologies, and humanitarian assistance and emergency response."

Support for ASEAN

The Quad foreign ministers also reaffirmed their commitment to ASEAN's central role in the region and their support for a free and open Indo-Pacific.

"As ASEAN Comprehensive Strategic Partners, we... reaffirm our commitment to strengthening a free and open Indo-Pacific and our unwavering support for ASEAN unity and centrality," the joint statement said.

The ministers added that the four countries remain "deeply invested in the region's success" and in expanding cooperation with ASEAN and its member states.

Maritime stability

The Quad also underscored the importance of maintaining peace and stability in the Indo-Pacific maritime domain, saying regional security and prosperity depend on it.

"We are united in our conviction that peace and stability in the Indo-Pacific maritime domain underpin the security and prosperity of the region," the statement said.

Although the statement did not mention specific regional disputes, the meeting took place against the backdrop of continuing maritime tensions in the South China Sea and growing efforts by like-minded partners to strengthen cooperation with ASEAN on regional security.

The Quad is an informal grouping of Australia, India, Japan and the United States that works to advance cooperation on security, economic resilience and other shared priorities across the Indo-Pacific, often in partnership with regional organizations such as ASEAN.
