Fuel subsidy mission for Filipino fisherfolk at Bajo de Masinloc continues amid China's aggressive actions

Despite what it described as the China Coast Guard’s (CCG) “illegal, coercive, and aggressive actions,” the Philippine Coast Guard (PCG) and the Bureau of Fisheries and Aquatic Resources (BFAR) on Thursday, July 23, carried out a fuel subsidy mission for Filipino fisherfolk at Bajo de Masinloc under the “Kadiwa ng Bagong Bayaning Mangingisda” (KBBM) program.
According to the PCG, CCG 3302 approached within about 50 meters of the bow of BRP Datu Dumangsil (MMOV 3012) at approximately 5:54 a.m. and later blasted the vessel with its water cannon for more than two minutes, causing an indirect hit.
“At around 6:00 AM, CCG 21579 executed a dangerous maneuver, crossing approximately 500 meters ahead of the bow of BRP Datu Paiburong (MMOV 3018),” it reported.
The PCG said the incident left no one injured, and the two BFAR vessels completed the mission without interruption.
“These actions violated the International Regulations for Preventing Collisions at Sea (COLREGs) and endangered Filipino personnel engaged in a purely humanitarian undertaking,” it added.

The PCG said M/V Mamalakaya and BRP Datu Cabaylo (MMOV 3001) successfully distributed fuel and food packs to Filipino fishing boats at Bajo de Masinloc by mid-morning despite the reported harassment, while BRP Datu Sumakwel (MMOV 3019) maintained patrol and resupply operations.
Meantime, the PCG said Commandant Admiral Ronniel Gil Gavan deployed a PCG Cessna Grand Caravan (PCG-2081) to conduct a Maritime Domain Awareness flight over Bajo de Masinloc, during which the aircraft received a radio challenge from Chinese forces while operating within the Philippine exclusive economic zone (EEZ).
“The aircraft monitored three (3) CCG vessels (CCG-3302 and two (2) CCGs UBN), two (2) Chinese Maritime Militia vessels (Qiongsanshayu 00318, Qiongsanshayu 00304), and one (1) PLA-Navy (UBN) vessel in the area,” it stated.
As of Thursday morning, PCG said three PCG vessels, four BFAR vessels, and M/V Mamalakaya remain at BDM to continue the operation, against nine CCG vessels ( CCG-21578, CCG-21579, CCG-3303, CCG-5306, CCG-4301, CCG-3107, CCG-21581, CCG-3302 and CCG-21563) and one (1) Chinese Maritime Militia vessel (QIONG SAN SHAYU 00304)  monitored in the area.

The PCG reiterated that Bajo de Masinloc is an integral part of Philippine territory and that the legally binding 2016 Arbitral Award affirmed the traditional fishing rights of Filipino fishermen in its waters.
The agency said the PCG and BFAR remain committed to supporting Filipino fisherfolk and maintaining a lawful presence in the West Philippine Sea in line with UNCLOS and the President’s directive to safeguard Filipino fishermen.
Earlier, Malacañang said President Marcos summoned Chinese Ambassador Jing Quan following the recent maritime incident involving Philippine and Chinese forces at Ayungin Shoal. 
The Armed Forces of the Philippines (AFP) said the confrontation began at around 9:15 a.m. on July 20 after an eight-man rigid hull inflatable boat (RHIB) launched from China Coast Guard vessel CCG 21560 approached within 20 to 30 meters of the BRP Sierra Madre, a commissioned Philippine Navy ship.
