DOTr, CAAP launch P253‑M simulators to train air traffic controllers

The Department of Transportation (DOTr) and Civil Aviation Authority of the Philippines (CAAP) have opened three new simulators to upgrade air traffic training and improve aviation safety.
Transportation Secretary Giovanni “Banoy” Lopez and CAAP Director General Raul Del Rosario led the ribbon cutting for the new Aerodrome, Approach, and Enroute simulators worth P253 million.
The facility replicates different phases of flight and actual air traffic control environments, allowing trainees to practice realistic scenarios in a controlled setting.
Lopez said the initiative is part of DOTr’s push to upgrade aviation facilities and upskill personnel, ensuring passenger safety.
He noted that CAAP’s air traffic controller program offers free specialized training with guaranteed employment for qualified graduates nationwide.
Del Rosario added that the new equipment shortens the training program from nine months to six, easing the shortage of air traffic controllers at regional airports and addressing fatigue and attrition caused by overseas job offers.
The simulators are expected to sharpen competencies in situational awareness, decision making, coordination, and communication, while reducing reliance on live operational traffic during training.
Aligned with International Civil Aviation Organization (ICAO) standards, the upgraded systems reinforce CAAP’s Comprehensive Air Traffic Service Training Program through competency based, scenario driven instruction.
