SPD vows fair probe into harassment of photojournalists

The Southern Police District (SPD) on Wednesday, July 22, assured the public it will conduct a fair and impartial investigation into allegations of harassment involving two photojournalists during an anti-ASEAN protest in Pasay City.
The assurance followed a statement from the Press Photographers of the Philippines (PPP), which raised concern over the alleged treatment of Bullit Marquez and Rene Dilan while covering the protest.
The National Press Club of the Philippines (NPC) is coordinating with the Presidential Task Force on Media Security (PTFoMS) to seek dialogue with the Philippine National Police regarding the incident.
In its statement, the SPD reiterated respect for press freedom and acknowledged the vital role of photojournalists in keeping the public informed.
“The Southern Police District expresses its utmost respect for the freedom of the press and remains committed to upholding and protecting the human rights of every individual while ensuring public safety and maintaining peace and order,” the district said.
Initial police reports indicated that personnel were enforcing security protocols to prevent rally participants from entering a restricted control point. A pushing-and-shoving incident ensued after some protesters attempted to breach the perimeter, resulting in injuries to several police officers.
The SPD stressed that Philippine National Police personnel are required to observe maximum tolerance and follow operational procedures, adding that the PNP does not employ violence in the lawful performance of its duties.
Despite its initial findings, the district said it is taking all allegations seriously.
“The incident is currently under investigation to establish the complete facts and circumstances. The investigation will be conducted fairly, impartially, and in accordance with due process,” the SPD said.
The district underscored that it does not tolerate any act that violates human rights or falls below professional standards, and vowed administrative or legal action against personnel found guilty of misconduct.
The SPD reaffirmed its commitment to transparency, accountability, human rights protection, and maintaining a professional working relationship with the media while carrying out its mandate of ensuring public safety and security.
