Metro Manila police all set for SONA; Full alert starts July 24

Starting Thursday afternoon, July 24, police forces in Metro Manila will be on full alert status as part of the security measures for President Marcos’ 5th State of the Nation Address (SONA).
NCRPO chief Maj. Gen. Anthony A. Aberin said the declaration of full alert, which means all policemen and resources must be 100 percent available, will be followed by phased deployments leading to full operational readiness before the SONA at the Batasang Pambansa on Monday, July 27.
“The NCRPO is fully prepared to secure this year’s State of the Nation Address. Every component of the security plan has been meticulously calibrated to protect the public, maintain order, and guarantee uninterrupted police services across Metro Manila,” said Aberin.
“We firmly guarantee the public that our security operations will be guided unconditionally by the rule of law, profound respect for constitutional rights, and the highest standards of professionalism,” he added.
Aberin said all security layers, personnel, and operational resources are now activated for the event.
A total of 21,261 are expected to be deployed and will be reinforced by 3,000 policemen who came from as far as Bicol Region and Cagayan Valley Region.
Aberin said the deployment covers the House of Representatives and Batasang Pambansa Complex, major thoroughfares, transport terminals, border control points, designated rally zones, government installations, and other critical areas across Metro Manila.
He, however, assured that regular anti-criminality operations and police visibility will continue.
Anti-riot
Around 11,000 policemen will be tasked to secure some places near the Batasang Pambansa to ensure what the NCRPO describes as orderly management of public assemblies.
Aberin said security measures have been designed to safeguard both national stability and individual liberties.
“All deployed personnel have undergone rigorous operational briefings explicitly emphasizing maximum tolerance, absolute respect for human rights, and the inviolable constitutional right of citizens to peaceful assembly and free expression,” said Aberin.
“Security operations will strictly adhere to the rule of law and Police Operational Procedures, balancing public safety with the total safeguarding of democratic freedoms,” he added.
Road closures
The NCRPO also disclosed the implementation of temporary road closures and traffic rerouting in selected areas surrounding the Batasang Pambansa Complex and key routes.
Motorists traveling northbound from Quezon Memorial Circle to Fairview may take North Avenue, Mindanao Avenue, Sauyo Road, or Quirino Highway before rejoining Commonwealth Avenue.
Those traveling southbound from Fairview to Quezon Memorial Circle may take Commonwealth Avenue, Sauyo Road or Quirino Highway, Mindanao Avenue, and North Avenue.
Updated traffic advisories will be issued by the NCRPO and the Metropolitan Manila Development Authority (MMDA) to guide motorists and minimize public disruption.
