The passing of rescued Philippine eagle Sawaga Dawangan at the Philippine Eagle Center in Davao City is a poignant reminder that the country’s endangered wildlife continues to face extraordinary odds. Every Philippine eagle that dies represents not merely the loss of an individual bird but a setback in the decades-long effort to preserve a species that has become a global symbol of the Philippines’ rich yet vulnerable biodiversity.

The Philippine eagle stands at the pinnacle of the country’s forest ecosystem. With only a few hundred breeding pairs believed to remain in the wild, every life matters. The death of Sawaga Dawangan should therefore prompt renewed reflection on whether existing policies are sufficient to protect endangered wildlife from extinction.

The Philippines has long recognized this responsibility through Republic Act No. 9147, the Wildlife Resources Conservation and Protection Act of 2001. The law prohibits the hunting, collection, possession and trade of threatened wildlife and provides penalties against violators. It also mandates habitat conservation, scientific research, and public education.

Yet more than two decades after its enactment, implementation gaps remain glaring.

Illegal wildlife trafficking continues despite periodic enforcement operations. Forest destruction and land conversion steadily reduce critical habitats for endangered species. Coordination among national agencies, local governments and law enforcement remains uneven. Conservation offices often operate with limited personnel, inadequate funding, and insufficient monitoring equipment. Successful prosecutions remain relatively few, reducing the law’s deterrent effect.

Equally concerning is that wildlife protection often receives attention only after a tragedy occurs. Conservation cannot rely solely on rescue centers that care for injured animals. By the time a threatened species requires rescue, its habitat may already have been degraded or destroyed.

Government must therefore pursue a more comprehensive strategy.

First, enforcement of RA 9147 must be significantly strengthened through increased funding for the Department of Environment and Natural Resources, the Biodiversity Management Bureau, and wildlife enforcement units. Rangers and field personnel need better equipment, modern surveillance technology, and sustained training.

Second, habitat protection must become an overriding priority. Remaining old-growth forests must be safeguarded from illegal logging, mining, and unsustainable land conversion. Reforestation efforts should focus not only on planting trees but on restoring native forest ecosystems capable of sustaining wildlife.

Third, stronger partnerships with indigenous peoples and local communities are indispensable. Many ancestral domains have become effective sanctuaries because indigenous stewardship has preserved forests for generations. Their knowledge deserves greater institutional support.

Finally, conservation must become everyone’s responsibility. Citizens can refuse to buy wildlife products, report illegal hunting and trafficking, support accredited conservation organizations, and teach young Filipinos to appreciate the country’s unique biodiversity. Schools, civic organizations, businesses and the media all have important roles in cultivating environmental stewardship.

Sawaga Dawangan’s death is a painful loss, but it should not be in vain. It must strengthen our resolve to protect the Philippine eagle and every endangered species that shares our forests. A nation’s progress is measured not only by the wealth it creates but also by the natural heritage it preserves for generations yet unborn.
