17 possible senatorial candidates have statistical chance of winning in 2028, Pulse Asia survey shows

Seventeen of 53 possible senatorial candidates have a statistical chance of winning a seat in the May 2028 elections if the polls were held during the survey period, according to the latest Pulse Asia Research survey released on Wednesday, July 22.
Senator Robin Padilla topped the list with 48.4 percent, placing him in the first to second statistical ranking, followed closely by Pasig City Mayor Vico Sotto with 47.9 percent, who ranked from first to third.
Senator Raffy Tulfo ranked next with 43.9 percent, followed by Senator Alan Peter Cayetano with 43.2 percent and Senator Loren Legarda with 40.3 percent.
Former Senator Manny Pacquiao and Makati City Mayor Nancy Binay also made it to the top seven, with 35.6 percent and 32.4 percent, respectively.
Other candidates who landed within the statistical winners' circle were Department of Education Secretary Juan Edgardo Angara with 27.2 percent, Senator Mark Villar with 26.1 percent, and TV and radio personality Ben Tulfo with 20.7 percent.
Senator Jinggoy Estrada received 19.5 percent, followed by TV host Willie Revillame with 19 percent.
Senator Francis Escudero posted 17.2 percent, while former AnaKalusugan Party-List Rep. Michael Defensor and former Senator Manuel Roxas II each received 17.1 percent.
Cabinet Secretary Benhur Abalos received 17 percent, while Tourism Infrastructure and Enterprise Zone Authority Chief Operating Officer Mark T. Lapid got 16.9 percent.
Pulse Asia said almost all of the possible winners were either former or incumbent lawmakers.
Meanwhile, 3.9 percent of respondents said they would not vote for any of the possible senatorial candidates, while 2.6 percent were undecided and 1.1 percent refused to state their preference.
The Pulse Asia survey was conducted from June 28 to July 3, and July 6, through face-to-face interviews with 2,400 representative adults aged 18 and above nationwide.
The survey has a ±2 percentage point error margin at the 95 percent confidence level, while estimates for Metro Manila, the rest of Luzon, the Visayas, and Mindanao have a ±4 percentage point error margin.
Pulse Asia Research said its Ulat ng Bayan surveys are conducted independently and are not commissioned by any political party.
It also said no religious, political, economic, or partisan group influenced the survey processes.
