When disasters are not entirely natural

There is a painful irony that has become almost routine for Filipinos. We contribute less than one percent of global greenhouse gas emissions, yet we remain among the world's most vulnerable countries to climate change.
Every year, stronger typhoons flatten communities, floods engulf entire towns, and landslides bury homes. We pay a disproportionate price for the industrial excesses of wealthier nations.
When Environment Secretary Juan Miguel Cuna reminded the public during last week’s Kapihan sa Manila Hotel that climate adaptation, and not merely climate mitigation, must be the Philippines' foremost concern, he was stating an uncomfortable truth: Our country cannot stop global warming on its own. But it can decide how prepared, or unprepared, it will be when the next super typhoon arrives.
For decades, discussions on climate change have focused on reducing carbon emissions and shifting to renewable energy. Those goals remain essential. But for the Philippines, the more urgent question is simpler: How do we keep people alive in a country where extreme weather is becoming the norm?
Climate adaptation is no longer a long-term aspiration. It is a matter of national survival.
Secretary Cuna pointed to one glaring weakness: many local governments have yet to fully integrate updated geohazard maps into their land-use plans.
That admission is lamentable and quite alarming. The government already possesses scientific tools capable of identifying flood-prone areas, landslide risks, and storm-surge zones. Yet these maps save no one if they remain unused.
Disasters become catastrophes not simply because nature is powerful but because governance is weak. Homes continue to rise along riverbanks, on unstable slopes, and in low-lying coastal communities despite years of scientific warnings. Local politics often overrides environmental planning until calamity strikes and everyone asks why no one saw it coming.
But the truth is, many saw it coming. Science has issued the warnings. What has often been missing is the political will to act on them.
The country's waste management crisis tells a similar story.
A quarter of a century after the Ecological Solid Waste Management Act took effect, illegal dumpsites continue to operate across the country. Secretary Cuna acknowledged that many municipalities lack the resources to build sanitary landfills or transport garbage to accredited facilities.
These are real challenges. But they cannot become permanent excuses.
Every rainy season reminds us of the consequences. Plastic waste clogs waterways, drainage systems overflow, and neighborhoods are inundated— not only because rainfall has intensified, but because human negligence magnifies nature's force.
Climate change now bring heavier rains. Yet all too often, it is the amount of garbage irresponsibly strewn around that determines whether streets become instant rivers.
The discussion on mining revealed another difficult balance. The phrase "responsible mining" continues to divide public opinion. Secretary Cuna argued that mining operations today are subject to stricter oversight through drones, independent monitoring teams, and greater public scrutiny.
Whether these safeguards consistently work remains open to debate. Communities displaced by mining and rivers damaged by pollution have given the public ample reason for skepticism.
At the same time, rejecting mining altogether ignores the reality that the minerals beneath our soil are essential to modern technologies, including renewable energy systems and electric vehicles.
The issue, therefore, is not whether mining should exist. It is whether government regulators possess both the independence and the resolve to enforce environmental laws without fear or favor.
Ultimately, Secretary Cuna's presentation highlighted a larger truth. Climate resilience cannot rest on the DENR alone.
Waste management belongs largely to local governments. Disaster preparedness involves multiple agencies. Land-use planning is a local responsibility. Environmental education begins in schools. Citizens themselves decide whether waste is properly segregated or casually discarded.
Climate adaptation, in other words, is not simply an environmental issue. It is a governance issue.
Filipinos are often praised for their resilience after every disaster. But resilience should never become an excuse for government complacency.
A nation's strength should not be measured by how quickly it recovers after every catastrophe. It should be measured by how effectively it prevents those catastrophes from becoming tragedies in the first place.
The Philippines cannot control how much carbon the world's largest economies continue to emit. It cannot prevent oceans from warming or typhoons from growing stronger.
What it can control is whether geohazard maps guide development instead of remaining unused, whether illegal dumpsites finally disappear after a quarter-century of the law’s effectivity, whether mining regulations and environmental laws are implemented effectively and without compromise.
Climate change may be beyond our control. But whether its disastrous consequences become a recurring national tragedy still depend, in large measure, on our own choices. ([email protected])
