Top Line partners with Angkas for Cebu fuel discounts
Amid growing volatility in the oil industry, which prompted higher prices this week, Cebu-based listed firm Top Line Business Development Corp. (Top Line), through its retail fuel subsidiary Light Fuels Corp., partnered with motorcycle ride-hailing platform Angkas to provide exclusive fuel discounts and service benefits to partner riders in Cebu province.
In a disclosure to the Philippine Stock Exchange (PSE) on Tuesday, July 21, Top Line said the collaboration allows Light Fuels to tap approximately one-third of Cebu’s motorcycle taxi market, which operates under a 9,000-rider cap set by the province’s motorcycle taxi technical working group (TWG) among three accredited operators.
The deal is projected to unlock up to 42,000 liters of liquid fuel sales daily, significantly boosting volume across Light Fuels’ retail network.
Eugene Erik Lim, chairman, president, and chief executive officer (CEO) of Top Line, said the deal reinforces the company’s commitment to supporting high-frequency road users while solidifying its presence in Visayas.
“This partnership has the potential to unlock up to 42,000 liters of liquid fuel sales per day, while allowing us to support the daily needs of motorcycle taxi riders who are essential to Cebu’s mobility ecosystem,” Lim said.
“By giving Angkas partner riders access to fuel savings and value-added services, we are also strengthening Light Fuels’ position as a preferred fuel partner for high-frequency road users.”
Under the agreement, Angkas riders in Cebu will be integrated into the Light Rewards Suki Program, granting them a ₱2-per-liter discount on gasoline and a ₱1-per-liter discount on diesel.
For his part, Angkas head of operations David Brian Medrana highlighted the impact of the initiative on the daily operating costs of their fleet.
“Fuel is one of the biggest recurring expenses for motorcycle taxi riders, and this partnership with Light Fuels gives our Cebu Angkas partner riders access to practical savings and value-added benefits that can directly support their work on the road,” Medrana said.
Top Line expects the tie-up to increase foot traffic across its retail stations by converting enrolled Angkas riders into regular customers.
Lim noted that the strategy aligns with Top Line’s broader goal of expanding its retail footprint to capture growing demand in key economic hubs.
“As Cebu’s transport and mobility demand continue to grow, we want Light Fuels to be present in the daily journeys of riders, drivers, businesses, and communities that keep the local economy moving,” Lim added.
Riders will also be entitled to additional perks, including one complimentary motor wash per quarter and eligibility for Light Fuels’ grand raffle promotions. - Gabriell Christel Galang
