Makati City Mayor Nancy Binay
Makati City Mayor Nancy Binay on Tuesday, July 21, said that when public funds are managed wisely, more people benefit and the city can respond more effectively to the needs of its residents.
She made the remark as she announced that Makati had received its ninth consecutive “unmodified opinion” from the Commission on Audit (COA).

The local government said that an unmodified opinion signifies that a city's financial records are fairly presented and comply with applicable accounting standards.
It said the recognition reflects Makati's commitment to accurate and transparent financial reporting.
"This milestone reflects more than our employees' technical competence. It is strong proof of our unwavering commitment to transparency, accountability, and responsible stewardship of public funds. We remain steadfast in ensuring that every peso entrusted to the city is properly accounted for and allocated where it will create the greatest impact," Binay said.
In its audit report for the fiscal year ending Dec. 31, 2025, COA said Makati's financial statements "present fairly, in all material respects" the city's financial position, performance, and cash flows in accordance with the International Public Sector Accounting Standards (IPSAS).
Binay emphasized that the city's continued financial integrity directly benefits residents by enabling the city government to sustain and improve essential public services.
"A strong financial foundation means we can continue delivering quality healthcare, education, social services, infrastructure, and other programs that our residents rely on every day. When public funds are managed wisely, more people benefit, and we are able to respond more effectively to the needs of every Makati citizen," she explained.
She added that maintaining a clean financial record strengthens the city's credibility, attracts more investors, and improves its eligibility for performance-based national government grants.
"Good governance builds confidence. Our sound financial management not only enhances public trust but also creates more opportunities for investment, partnerships, and additional resources that further improve the quality of life of our people," she said.
