Gov't inks inter-agency pact to fix foreign investment data

To improve the quality, completeness, and timeliness of national economic data, the Bangko Sentral ng Pilipinas (BSP), the Securities and Exchange Commission (SEC), and the Philippine Statistics Authority (PSA) have entered into a data-sharing agreement.
Spearheaded by Finance Secretary Frederick D. Go on Tuesday, July 21, the agreement establishes a secure framework to improve the accuracy of the country’s foreign direct investment (FDI) data and support evidence-based policymaking aimed at enhancing the local investment climate.
The initiative comes as net FDI inflows dropped 26.5 percent to $1.97 billion in the first four months of 2026—down from $2.68 billion during the same period in 2025. According to the BSP, this decline was primarily driven by lower net foreign investments in debt instruments and reduced reinvested earnings, which outweighed gains in net foreign stock investments.
“Under the agreement, the SEC will provide relevant corporate registration records to the PSA and BSP through its existing digital platforms, including the SEC Swift Corporate and Other Records Exchange (SCORE) Protocol and the SEC API Marketplace, allowing the secure exchange of investment-related data,” the Department of Finance (DOF) said.
The DOF noted that the memorandum of agreement (MOA) creates a unified mechanism to produce “more comprehensive and internationally aligned FDI statistics”.
PSA Undersecretary Claire Dennis S. Mapa credited the Finance chief for driving the collaboration. Go urged the participating agencies to “identify areas for improvement in the compilation of FDI statistics and address existing gaps aimed at strengthening the reporting mechanism necessary for evidence-based decision-making.”
Under the new arrangement, the PSA will serve as the central repository for FDI data, while the BSP will continue compiling and issuing the official FDI statistics.
By integrating enterprise-level corporate records with macro-level reporting, the government aims to build a more transparent, competitive, and investment-friendly economy—all while strictly protecting confidential data under the Data Privacy Act. (Derco Rosal)
