ALCALA, Cagayan — An off-duty member of the Philippine Coast Guard (PCG) rescued two individuals injured in a road crash in Barangay Maraburab here on Sunday.
Apprentice Seaman Windhel O. Lugmao, a member of the Coast Guard District Northeastern Luzon (CGDNELZN), was on his way home to Ilocos Norte when he saw a trailer truck that turned on its side at around 2 a.m.
Lugmao, trained as a certified Basic Life Support (BLS) provider, assessed the driver and his assistant, administered first aid, controlled their injuries, and coordinated with the 911 Emergency Response Team for transport to a medical facility.
The truck overturned while negotiating a curved section of the national highway.
The Philippine Coast Guard lauded Lugmao for his commitment to protecting lives and serving the public at all times even while off duty.
