No longer gathering dust

Intramuros was like a piece of heavy antique furniture—respected for its age, but largely left to gather dust in the corner of Manila. After witnessing centuries of Philippine history, the Walled City had become a sleepy relic of the Spanish colonial era, a place where foreign and local tourists simply checked a box on their bucket lists then dodged its chaotic streets.
But recently, Intramuros has begun shedding that reputation as the country’s stagnant museum of memories, stepping back into the spotlight as a cultural heartland.
The proof is in the data. The Intramuros Administration (IA) welcomed 7.16 million visitors in 2025. Far from a fluke, that momentum has only surged; by mid-July of this year, arrivals had already topped 5.76 million, putting the Intramuros on track to shatter all its previous records.
According to IA Administrator Joan M. Padilla, people aren’t just visiting Intramuros these days—they are returning. And this turnaround did not happen by accident.
Padilla explained that the revival is the result of the Marcos administration’s strategy to move past simple preservation and focus on adaptive reuse. Driven by the partnership involving the Office of the President and First Lady Liza Araneta-Marcos, the revitalization has successfully bridged private investment and government collaboration to transform the district’s monuments into spaces where people actually want to gather.
The philosophy guiding the effort is simple: history should be accessible to everyone.
Nowhere is this clearer than at the Centro de Turismo Intramuros. Built on the long-neglected ruins of the San Ignacio Church, this project has transformed a site of wartime destruction into a free museum that tells the city’s story from its pre-colonial roots to the modern day. By keeping admission free and hosting public cultural performances every Saturday, the district has invited Filipinos to reclaim their own heritage. Other landmarks, like the revamped Museo de Intramuros and the new Foro de Intramuros on the old Ateneo site, have similarly turned solemn monuments into vibrant community spaces.
Perhaps the most striking change is along the water. For generations, Manila turned its back on the Pasig River, treating it as little more than an industrial drain. The Pasig River Esplanade has changed that dynamic completely.
Stretching from Fort Santiago to Arroceros Forest Park, the pedestrian promenade now draws an average of 6,000 visitors every day, according to the IA. More importantly, it connects this tourism boom directly to local livelihoods.
Rather than letting temporary pop-up tents clutter the walkway, the initiative introduced permanent, uniform wood-and-steel kiosks for local micro-businesses. Open from late afternoon until midnight, these spaces give local vendors a steady income while offering visitors a vibrant place to dine and stroll by the river.
At the same time, the administration is working to balance this commercial energy with social responsibility. Through a housing and livelihood program, they are helping informal settler families transition into permanent homes in Rizal, proving that a historic city cannot be preserved by ignoring the real needs of the people living within it.
Purists might worry that introducing digital tools, night tours, and eco-friendly transit could dilute the area's heritage, but the new Intramuros proves that the past and the present can comfortably share the same space.
As the sun sets over the Pasig River and the new lights flicker on along the old battlements, the message from the Walled City is clear: Philippine history is no longer trapped in the pages of school textbooks. It is being lived on the streets, every single day.
