'Conflict of interest' complaints vs Angeles, Ang move to preliminary probe —OMB
Complaints vs Gardiola, Gonzales to follow

The Office of the Ombudsman (OMB) said the “conflict of interest” complaints against Tarlac Second District Rep. Cristy Angeles and Uswag Party-list Rep. Jojo Ang are moving to the preliminary investigation stage, while similar complaints involving CWS Party-list Rep. Edwin Gardiola and former Pampanga Third District Rep. Dong Gonzales may also be filed soon.
Ombudsman Jesus Crispin “Boying” Remulla said the complaints stem from the office’s ongoing investigation into alleged conflict of interest involving legislators whom the office is investigating over allegations that they are also “contractors.”
“We’ve been in the process of evaluating our investigations on legislators with conflict of interest, meaning to say legislators who are also contractors and we’ve been filing cases left and right, and today there are two that are just about [to be] filed for preliminary investigation. These are the case of Congresswoman Angeles of Tarlac and Jojo Ang of Uswag Party-list from Iloilo who is also a contractor,” Remulla said during a press briefing on Friday, July 17.
Complaints against Gardiola and Gonzales are also expected to be filed soon, he added.
“We’ve filed other cases before already, ‘yung Gardiola cases are about to come out, maybe in a week’s time. There are other cases. Of course, we have to take them one by one because it’s not very easy to build up cases,” Remulla said.
“Mayroon pang isa (There’s another one), I think Dong Gonzales cases will come out already—Dong Gonzales from Pampanga,” he added.
The Ombudsman said the complaints involve alleged violations of Republic Act No. 3019, or the Anti-Graft and Corrupt Practices Act.
“Conflict of interest. Section 3H of Republic Act 3019 is very clear sa conflict of interest. For the longest time, people took it for granted that they do it because they can. But dapat hindi na pwede ‘yon,” he said.
Angeles to cooperate with OMB
In a statement, Angeles said she will cooperate with the Office of the Ombudsman, adding that the flood-control projects cited in the complaint were undertaken before she assumed office as a first-term lawmaker.
She noted that the complaint remains at the preliminary investigation stage and does not mean liability has already been established.
“Ang reklamo ay nasa yugto pa lamang ng preliminary investigation… Hindi ito paghatol at hindi nangangahulugang may napatunayan nang kaso laban sa akin (The complaint is only at the preliminary investigation stage... This isn't a judgment, and it doesn't mean a case has been proven against me),” she said.
As of posting time, Ang, Gardiola, and Gonzales had yet to issue their respective statements on the matter. The Manila Bulletin has sought their comments and will publish their responses once they become available.
