In a statement, the city government said its personnel were carrying out their responsibilities in accordance with the law when the incident occurred.
The local government strongly condemned any form of violence against public workers who were only performing their official duties.
The operation was conducted in connection with the PANATAG Water Catchment Project, which will be built on city-owned property in Daang Uldog and Daang Bakal.
According to the city government, the project aims to help reduce flooding by serving as a catchment area for floodwaters during heavy rains.
It said the facility is expected to protect thousands of Valenzuelano families, particularly those living in low-lying communities frequently affected by floodwaters from nearby cities and municipalities.
The local government maintained that the project underwent due process, including consultations with affected residents and public hearings before the operation was carried out.
While acknowledging that some families will be affected by the project, the city government said the public lands covered by the development have been occupied for decades without legal authority.
It added that the welfare and safety of the greater community remain its priority.
The city government also noted the Office of the Ombudsman’s decision to dismiss the complaint filed by residents of Daang Uldog and Daang Bakal against the local government.
Earlier, the Valenzuela City Police Station (VCPS) said the July 14 clearing operation was conducted by the City Engineer’s Office Demolition Unit after the Office of the City Building Official declared the affected structure dangerous.
Police said several individuals allegedly hurled stones at a backhoe during the operation, injuring its operator and damaging the equipment.
The damage, which included shattered glass, was initially estimated at P80,000.
Six individuals were arrested after police responded to the area and restored order.
Police said criminal complaints for malicious mischief and slight physical injuries will be filed against the arrested individuals.
