Rotary continues to drive social change: Dr. Rollin Tabuena recognized for healthcare excellence

TAIPEI, Taiwan – As one of the largest annual Rotary assemblies, the 2026 Rotary International Convention was attended by 38,000 Rotarians from over 140 countries in Taipei, Taiwan, from June 13-17. The convention celebrates Rotary’s continuing efforts in peacebuilding, disease prevention, fighting illiteracy and poverty, access to clean water and sanitation, and environmental protection.
Through music, fashion, and cultural performances, the inaugural Asian Cultural Festival honors the rich traditions of participating nations. Delegates wore traditional attire representing their countries, emphasizing Rotary's commitment to friendship, diversity, and international understanding.

Among the Philippine Delegation is Dr. Rollin P. Tabuena, an internist and pulmonologist from Iloilo City, who previously received the Paul Harris Fellow recognition for pioneering the implementation of TB-LAMP to enable faster, more affordable, and more accessible tuberculosis (TB) screening in the Western Visayas region. This serves as a gateway for underserved communities for rapid diagnosis, therefore allowing early medical intervention.
In recognition of his contributions to respiratory disease prevention, smoking cessation, asthma awareness, public health education, and community health initiatives, Dr. Tabuena was also presented with the Champion of Health Care Excellence Award at the convention. The award was a component of the convention's recognition of professionals whose work embodies Rotary's ideal of “Service Above Self.”

Also acknowledged at the Rotary District Conference (DISCON 2026) as a Paul Harris Fellow last May 7-9 in Roxas City, Capiz, his advocacy in TB-LAMP was further endorsed by the Rotary through this conference. This underscores Rotary’s commitment to backing initiatives that create lasting change within communities and across the globe.
More than healthcare, highlighted at the Rotary International Convention are their larger global initiatives, including sustainable water and sanitation systems in Haiti to reduce waterborne diseases, expansion of Rotary health communities in Papua New Guinea to cut malaria deaths, and efforts to eradicate polio in Afghanistan, Pakistan, and several countries in Africa, including Nigeria. This underscores Rotary’s commitment to backing initiatives that create lasting change within communities and across the globe.

Presided over by the executive committee, including Mildred Vitangcol as the overall chair, Gina Sy as the vice-chair, Rhodora Gonzales as the vice-chair and overall program chair, and former Rotary International President Gordon McInally, who served as event adviser, the Asian Cultural Festival successfully celebrated fellowship, cultural pride, and the call to serve.
Rotary serves as a platform where people of diverse backgrounds unite with the ideals of addressing community needs through sustainable service. Rotary International President Francesco Arezzo remarks, "Rotary is a meeting place where strangers become friends, friendship becomes trust, and trust becomes action." Noting that trust and friendship remain the foundation of humanitarian actions and emphasizes how dedication transforms into widespread societal change.

The ultimate efficacy of a global humanitarian network relies heavily on its ability to foster a continuous intergenerational exchange of skills and resources. “Rotary is a relay. We receive. We carry forward. We pass it on. And every generation of Rotarians must leave the organization stronger, kinder, and more hopeful for the generation that follows.” Arezzo stated, emphasizing the words of former Rotary International President Gordon McInally. This ensures that societal impact lasts and progresses.
With Dr. Tabuena’s work getting recognized on the international stage, the delegation established the Philippines as a proactive member in community-driven initiatives. For the Philippine delegation, this event provided an opportunity not only to showcase the country’s healthcare innovation and culture, but also to strengthen international partnerships and contribute to global humanitarian efforts.
