BCDA kicks off Poro Point seaport modernization

State-run Bases Conversion and Development Authority (BCDA) is now ready to begin the planned modernization of Poro Point Seaport in La Union province following the award of more than ₱68 million in funding to determine its viability as a public-private partnership (PPP) project.

In a social media post, BCDA said it has signed a contract agreement with the joint venture (JV) of Isla Lipana & Co. and Cabrera & Co. for project preparation and transaction advisory services for the modernization project.

The PPP Center said in a July 13 notice that it had awarded the JV ₱68.08 million from its project development and monitoring facility (PDMF) to begin work on its consulting services.

PDMF is a revolving fund managed by the PPP Center that supports the preparation of government projects under the PPP scheme.

BCDA said securing the necessary funding support to implement the PPP project is in line with its vision of transforming Poro Point Seaport into a major trade and logistics hub in Luzon.

“This milestone moves BCDA closer to the full redevelopment of the San Fernando International Seaport into a modern, fully containerized, world-class gateway that will strengthen trade, improve logistics efficiency, and unlock new economic opportunities across northern Luzon,” it said.

Based on the terms of reference (TOR), the JV of Isla Lipana & Co. and Cabrera & Co. will conduct a market study to determine the preliminary viability or non-viability of the project as a PPP.

It will also assess the economic and financial viability of the project, as well as provide advisory and transaction support to BCDA to ensure an effective bidding process and contract execution.

“In the process of determining the project’s viability for PPP, the consultant will also assess other implementation options and modes of PPP, as well as other mixed-financing options for the project,” BCDA said.

Located within Poro Point Freeport Zone, Poro Point Seaport currently handles only bulk cargo such as oil products, cement, fertilizers, ore concentrates, timber, and gold.

BCDA said the modernization project will transform the bulk and break-bulk terminal into an advanced terminal capable of handling modern cargo-handling equipment and upgraded logistics infrastructure.

This will include the construction of container terminals, the installation of quay and yard cranes, and the expansion of storage and stacking areas.

“Advanced logistics systems, such as terminal operating systems and gate automation, shall be deployed to improve operational efficiency, and road and rail connectivity shall be enhanced to ensure smooth container transport,” BCDA said.

Construction of the modernization project is expected to begin in the second quarter of 2027, with completion targeted for 2029.

BCDA operates Poro Point Seaport through its subsidiary, Poro Point Management Corp., which assumed management after the lease contract of the previous operator, Poro Point Industrial Corp., expired in 2024.
