Parañaque sets July 25 plebiscite on coastal barangay boundaries

Residents of five coastal barangays in Parañaque City will vote in a plebiscite on July 25 to decide on a proposed ordinance realigning their territorial boundaries under the “straight line policy.”
Mayor Edwin Olivarez said the plebiscite will cover Barangays Don Galo, Tambo, Baclaran, La Huerta, and San Dionisio, whose existing boundaries adjoin reclaimed areas along Manila Bay.
The ordinance seeks to officially define and adopt the territorial boundaries of the five barangays within the city’s reclaimed areas by applying the straight line method in determining their amended limits.
Olivarez said the measure aims to establish clear and permanent territorial markers in reclaimed zones where boundary descriptions have become difficult to identify due to reclamation and land development.
He added that adopting the straight line policy will provide a uniform basis for delineating jurisdiction, ensuring consistency in governance, public administration, urban planning, and the delivery of basic services.
The mayor noted that the proposed realignment is also expected to strengthen local governance by enabling each barangay to maximize its territorial jurisdiction, improve revenue generation, and implement development programs based on local priorities.
The ordinance is likewise seen to promote economic growth by allowing barangays to build self sustaining communities while improving management of reclaimed areas within their jurisdictions.
Qualified voters from the five barangays will decide the fate of the ordinance during the plebiscite. The proposal will be ratified if it secures a majority of votes cast.
The city government has urged registered voters in Don Galo, Tambo, Baclaran, La Huerta, and San Dionisio to participate, saying the outcome will play a key role in shaping governance, territorial administration, and development of Parañaque’s coastal communities.
