Cayetano files counter-affidavit in obstruction of justice complaint
Ombudsman says Padilla, Aplasca yet to respond

Senator Alan Peter Cayetano has filed his counter-affidavit in the obstruction of justice complaint filed by Tindig Pilipinas over the incident involving Senator Ronald “Bato” Dela Rosa at the Senate, while Senator Robin Padilla and dismissed Acting Senate Sergeant at Arms Mao Aplasca have yet to submit their responses, the Office of the Ombudsman (OMB) said.
“Counsel for Sen. Cayetano presented the counter affidavit yesterday, July 15, 2026,” it said on Thursday, July 16.
Meanwhile, the OMB said his co-respondents, Padilla and Aplasca, have yet to submit their respective counter-affidavits.
“The Office is currently awaiting the counter affidavits of Sen. Cayetano’s co-respondents, Sen. Robinhood Padilla and the dismissed Acting Senate Sergeant at Arms, P/MGEN Mao Apalsca,” it said.
On July 4, Ombudsman Jesus Crispin “Boying” Remulla announced Aplasca’s dismissal from the service following an administrative investigation into the shooting incident inside the Senate compound. The dismissal order on June 29, he added.
In a June 23 order, the Ombudsman’s Preliminary Investigation, Administrative Adjudication, and Monitoring Office (PAMO) directed the respondents to submit their counter-affidavits and supporting evidence within a non-extendible 15-day period from receipt of the order.
The directive stemmed from a complaint filed by Tindig Pilipinas on June 3, accusing them of obstruction of justice in connection with Dela Rosa's escape.
On May 13, the Senate was placed under lockdown following reports of an attempt to arrest Dela Rosa. During the incident, members of the media inside the Senate complex reported hearing several gunshots.
Dela Rosa is the subject of an arrest warrant issued by the International Criminal Court (ICC) over at least 32 killings allegedly committed during the previous Duterte administration’s anti-illegal drug campaign.
