VACC lauds DOTr's Lopez for stopping CTPL overpricing 'modus'

For decades, a number of vehicle owners were at the mercy of some erring insurance agents over allegations of overpriced Compulsory Third Party Liability (CTPL).
Well, not actually insurance agents alone since it was their alleged cohorts in the Land Transportation Office (LTO) who were allegedly forcing motor vehicle owners to choose their favored insurance firm— or risk the entire process of vehicle registration renewal.
On July 13, the Volunteers Against Crime and Corruption (VACC) lauded Department of Transportation (DOTr) Secretary Giovanni Z. Lopez for finally putting an end to that practice through his order to ensure that motor vehicle owners are given the most affordable but the best CTPL policy.
In a letter addressed to Lopez, VACC President Arsenio Evangelista said the policy reforms on CTPL provided relief to vehicle owners “who were previously burdened by excessive charges and has contributed to improving confidence in the registration process.”
For Evangelista, the strengthened validation process now helps prevent overpricing and plays an important role in stopping fraudulent activities and fake insurance agents operating in and around LTO district offices.
“This is a very positive development and a direct response to the concerns of the public who were burdened by excessive charges and questionable practices,” said Evangelista.
“This has provided relief to vehicle owners who were previously burdened by excessive charges and has contributed to improving confidence in the registration process,” he added.
The LTO has started working on the policy reforms after confirming the existence of the modus, including coordination with the Insurance Commission to iron out the needed policy to protect vehicle owners.
Immediately after consolidating the reports from transport groups and mystery agents last year, the LTO warned its personnel against being in cahoots with insurance agents on matters concerning CTPL to motor vehicle owners.
Evangelista said they have been hearing of such modus of excessive premiums being collected from motor vehicle owners for the CTPL insurance, saying motor vehicle owners are now experiencing the benefits of these measures as valid and properly priced TPL insurance policies are now accepted during vehicle registration.
He then lauded the DOTr, the LTO and the Insurance Commission for working together to address the matter and implement reforms.
“We commend the DOTr, the LTO, and the Insurance Commission for their steadfast commitment and coordinated efforts in promoting transparency, fairness, and proper implementation of the law. The cooperation demonstrated by your respective agencies serves as an example of effective inter-agency collaboration in protecting consumers and improving public service delivery,” said Evangelista.
“The actions taken by your offices not only help safeguard vehicle owners from abuse and fraud but also strengthen public confidence in the integrity of the vehicle registration and compulsory insurance system,” he added.
