The Bureau of Jail Management and Penology (BJMP) confirmed on Wednesday, July 15, that Sen. Rodante Marcoleta is now under its custody following the commitment order issued by the Third Division of the Sandiganbayan where he is facing a case of plunder.
BJMP spokesperson Supt. Jayrex Bustinera said Marcoleta was committed to the Quezon City Jail Male Dormitory at 10:49 a.m. with the guarantee that normal process to an arriving inmate will be pursued.
“The BJMP assures that no special treatment will be given to any (person deprived of liberty) under the bureau’s custody,” Bustinera said.
“It is not just in Payatas (Quezon City Jail), our other jail facilities also handle similar demographics and possess the same capabilities,’’ he asserted.
The Sandiganbayan Third Division ordered Marcoleta’s commitment at the jail facility after the Philippine General Hospital found him fit to travel.
Marcoleta was arrested last week but was confined at the PNPGH after complaining of chest pains and was subsequently found to have mild pneumonia.
Currently, high-profile PDLs detained at the Quezon City Jail Male Dormitory (QCJMD) include Senator Jinggoy Estrada, former Senator Bong Revilla, ex-Rep. Mike Defensor and several DPWH officials tagged in the anomalous flood control projects.
Bustinera noted that the Quezon City jail cells measure 50 square meters, with two electric fans, five double-deck beds, and two bathrooms.
Designed to house up to 10 inmates, Bustinera said that each cell provides an average living space of 4.7 square meters per individual.
The BJMP official said that New Quezon City Jail in Payatas has an ideal capacity of 4,000 and currently houses around 3,300 PDLs.
Bustinera noted that high-profile PDLs are detained with the general population, but are classified according to their case.
“Nakahiwalay po, halimbawa, ‘yung mga hindi nakapag-aral para sa kanilang ALS (Alternative Learning System) program, may iisa lang din ang mga wing nila o floor nila (For instance, those who have not finished their ALS education are detained near each, they occupy a single wing or floor),’’ Bustinera explained.
Currently, PDLs linked to the flood control cases are separated and located in one wing while former senators are also housed in a single wing, along with the rest of the general population.
“The cells of detained current and former senators are near the infirmary and the lawyers' lounge,’’ Bustinera continued.
