DAVAO CITY -- The Muslim community in Sulu has welcomed the designation of former Department of Budget and Management Secretary Amenah Pangandaman as the new chairperson of the Al-Amanah Islamic Investment Bank of the Philippines (AAIIBP).
The State-owned lender announced the appointment on July 10, saying her leadership would accelerate the development of Shariah-compliant financial services in the country.
AAIIBP, a subsidiary of the Development Bank of the Philippines (DBP), is the country’s sole specialized Islamic banking institution.
Sulu Gov. Sakur Tan welcomed former Pangandaman’s new role as chairperson and chief executive officer of the AAIIBP.
In his message, Tan said the Sulu provincial government and the people of Sulu extend their warmest congratulations to Pangandaman.
“Her transition to the helm of the country’s premier Islamic banking institution is a milestone that brings immense pride to Muslim Filipinos," he said.
Tan also said that Pangandaman’s experience as former assistant governor of the Bangko Sentral ng Pilipinas could provide her an insight to steer the first and only Islamic bank in the Philippines.
"Her distinguished track record — marked by her exemplary leadership as the former Secretary of the Department of Budget and Management (DBM) and her foundational expertise as assistant governor of the Bangko Sentral ng Pilipinas (BSP) — has equipped her with the precise fiscal acuity and monetary insight required to steer the nation's Islamic financial sector," Tan emphasized.
Pangandaman, whose roots are from Lanao del Sur, led DBM from June 30, 2022 to Nov. 17, 2025.
Tan is confident that Pangandaman could unlock new pathways for financial inclusion, economic resilience, and sustainable development across the Muslim population in the country.
The AAIIBP is a government-owned and controlled corporation acquired by the Development Bank of the Philippines in 2008.
It was established in 1973 by virtue of a presidential decree signed by President Ferdinand E. Marcos.
