Lower fuel surcharge to cut airfares in late July

Filipinos will soon enjoy cheaper airfares in the second half of July as the passenger fuel surcharge drops to its lowest level since reaching a record high following the easing of jet fuel prices.

In an advisory, the Civil Aeronautics Board (CAB) said it will reduce the fuel surcharge to Level 8 for July 16 to 31 from the current Level 9 in the first half of the month.

This is the lowest surcharge level that airlines may impose on passengers since the record-high Level 19 in the second half of April, when jet fuel prices reached $200 per barrel amid the conflict in the Middle East.

According to the International Air Transport Association (IATA), the average price of jet fuel in the global market has since declined to $119.13 per barrel as of July 3.

At Level 8, passengers may pay a minimum surcharge of ₱253 for domestic trips to nearby destinations, rising to as much as ₱787 for longer routes such as Manila to General Santos City.

For international routes, the fuel surcharge ranges from ₱835.05 to ₱6,208.98, depending on the destination.

For travelers looking to book flights to tourist destinations such as Thailand and Singapore, the surcharge is set at ₱1,154.89. Meanwhile, those planning trips to South Korea or Japan will pay an additional ₱1,299.02.

Filipinos traveling to the Middle East or Australia, either for work or vacation, will pay ₱2,873.32. The surcharge could reach as high as ₱5,913.31 for long-haul flights to North America and the United Kingdom (UK).

CAB allows airlines to impose and collect fuel surcharges from passengers to help recover fuel costs and losses caused by spikes in jet fuel prices.

The surcharge is not part of the basic airfare and may be reduced, increased, or removed depending on the price of jet fuel in the market.

CAB said airlines planning to collect the fuel surcharge should file their application with its office by July 16. The applicable conversion rate for the current surcharge level is ₱61.43 per United States (US) dollar.

The extent to which lower passenger surcharges will influence passenger demand this month remains unclear, especially since the rainy season is usually a lean period for airlines.

On top of this, inflation, or the overall increase in prices of goods and services, remained elevated at 6.4 percent in June, although it slowed from 6.8 percent in May.

CAB data showed that passenger demand started the year on a high note, growing by 6.6 percent to 17.04 million from January to March from 15.98 million in the same period last year.

Furthermore, main gateway Ninoy Aquino International Airport (NAIA) saw passenger traffic increase by 4.5 percent to 18.29 million in the first four months of the year from 17.5 million in the same period last year, according to the Manila International Airport Authority (MIAA).
