Nemeño takes oath as new BJMP chief, vows no special treatment to all PDLs

Chief Supt. Efren Nemeño officially assumed his post as head of the Bureau of the Jail Management and Penology (BJMP) following his oath taking ceremony on Thursday, July 9, at the Quezon City Reception House.
On July 1, President Ferdinand “Bongbong’’ Marcos Jr. signed the appointment of the then BJMP deputy chief for operations replacing the retired Chief Supt. Ruel Rivera.
Rivera, who was supposed to retire on January 5, 2026, was granted a one-year extension by the President but opted to shorten his BJMP stint to five months.
Following Rivera’s June 11 retirement, BJMP deputy director for administration Chief Supt. Dennis Rocamora became officer-in-charge (OIC).
Nemeño’s designation as the new BJMP chief became official with the oath taking ceremony.
In an interview, Nemeño guaranteed that there will absolutely be no special treatment for all persons deprived of liberty (PDLs) as the BJMP oversees the detention of several high-profile personalities facing graft and corruption charges under his watch.
He made this assurance when pressed for comment on suspicions and allegations that preferential considerations are accorded to highly-influential inmates, supposedly striking deals with jail personnel who exhibit decayed moral character and rotten standards of integrity.
Currently, high-profile PDLs detained at the Quezon City Jail Male Dormitory (QCJMD) include Senator Jinggoy Estrada, former Senator Bong Revilla, ex-Rep. Mike Defensor and several DPWH officials tagged in the anomalous flood control projects.
A seasoned BJMP officer, Nemeño has proven exceptional accomplishments in regional operations for his strong adherence to integrity and security in jail management.
He also bagged the prestigious “Best Regional Director’’ plum during his 2023 BJMP-National Capital Region (NCR) stint with operational focus in strictly enforcing anti-illegal drug smuggling measures in the facility.
Nemeño’s leadership style is geared towards teamwork, dedication to duty and sustained maintenance of an untarnished reputation in the performance of jail duties.
With the public’s eye fixed on high-profile inmates, QCJMD warden Supt. Maria Lourdes Pacion maintained that under no circumstances VIP treatment is granted even to PDLs with high stature in the society.
Going further, Pacion asserted that lawful visits can be arranged even during unholy hours to prove popular inmates are quartered in the designated facilities with ordinary PDLs subject to legal and authorized pre-requisites.
“As per policy, need (to get) clearance from BJMP-NCR (National Capital Region) Director (Chief Supt. Baby Noel Montalvo). Submit kayo request kay RD (regional director) po namin (As per policy, there is a need to obtain clearance from BJMP-NCR Director. Just submit your request to our RD),’’ Pacion explained.
