Manila Mayor Francisco “Isko Moreno” Domagoso on Thursday, July 9, said rallyists are welcome in the city but warned that acts of destruction and disorder will not be tolerated.
Speaking during the Manila Police District (MPD) command conference, Domagoso said the city maintains a policy of “high tolerance” for public assemblies, but with clear limits.
“Mataas ang tolerance natin, pero ’pag may nanggulo, call tayo (Our tolerance is high, but if someone causes trouble, we will respond),” he said.
The mayor clarified that groups intending to hold rallies in permit-required areas must secure a permit. At the same time, those gathering in designated Freedom Parks may do so without prior approval from City Hall.
He stressed that the right to free expression comes with responsibility.
“Ang karapatang pamamahayag na ’yan, may kaakibat na responsibilidad. Dumako sila rito nang malinis, umalis silang malinis. Dumako sila rito nang mapayapa, makaalis din silang mapayapa (That right to free expression comes with responsibility. They should come here orderly and leave orderly. They should come here peacefully and leave peacefully),” Domagoso said.
However, he drew the line at vandalism and damage to property.
Domagoso also emphasized that the right to peaceful assembly should not infringe on the rights of others.
“Ang kalsada naman ay para sa lahat, hindi para sa ilan (The roads are for everyone, not just for a few),” he said.
The mayor said the city will deploy support services during demonstrations, including personnel from the Manila City Disaster Risk Reduction and Management Department (MCDRRMD), the Manila Traffic and Parking Bureau (MTPB), and medical teams, in line with existing policy.
He added that the city’s approach is anchored in Section 16 of the Local Government Code, or the General Welfare Clause, which mandates local governments to maintain peace and order.
Domagoso also commended the leadership of the MPD, particularly acting district director Police Brig. Gen. Arnold C. Santiago, for maintaining stability in the city.
“I would like to congratulate the leadership of General Santiago and those people who are involved in the Manila Police District for keeping the peace and order situation at a very good level,” he said.
