First Lady Louise “Liza” Araneta‑Marcos, alongside Mayor Edwin Olivarez, spearheaded the distribution of 10 kilos of rice each to 2,579 vulnerable residents of Barangay San Antonio on Thursday, July 9, under the national government’s food assistance program.
The second tranche of the Libreng Bigas distribution was held at the Parañaque City Sports Complex, where the First Lady, Olivarez, Mayor Francis Zamora, and other local officials personally handed rice packs to beneficiaries.
Recipients included members of the Pantawid Pamilyang Pilipino Program (4Ps), solo parents, fisherfolk, social pensioners, public utility jeepney drivers, and members of tricycle and pedicab operators’ and drivers’ associations, among other vulnerable groups.
The rice assistance was distributed through the First Lady’s "Mula sa Puso, Para sa Pamilya" program under President Ferdinand Marcos Jr.’s "Bawat Bayan, Makikinabang" initiative.
Funded through the Local Government Support Fund, the program aims to provide 10 kilos of rice to qualified beneficiaries four times a year as part of the government’s efforts to strengthen food security and ease the burden of rising household expenses.
Addressing the beneficiaries, the First Lady said the program reflects the administration’s commitment to extending meaningful assistance to Filipino families.
“I hope this rice provides some relief to our fellow citizens. While we know that this initiative alone will not completely eradicate poverty, we hope that even a simple form of assistance like this can help ease the burden of daily living and make a meaningful difference in the lives of our beneficiaries,” she said.
Olivarez thanked President Marcos and the First Lady for bringing the program to Parañaque and reaffirmed the city’s commitment to delivering essential services directly to communities.
“The true measure of public service is not in the promises we make, but in the help we deliver to those who need it most. The government should be the one reaching out to the people—not the other way around,” the mayor said.
He noted that the latest distribution follows the successful first tranche, which benefited 35,000 Parañaque residents, and emphasized that every sack of rice symbolizes not only food assistance but also hope and the government’s continued commitment to improving lives.
Olivarez added that the city government will continue working with the national government to expand assistance programs for senior citizens, persons with disabilities, solo parents, transport workers, and other vulnerable sectors as part of its vision of building a more inclusive and responsive Parañaque.
With the completion of the second tranche, the city government reaffirmed its commitment to sustaining people centered programs and ensuring that no Parañaqueño is left behind through continued collaboration with the national government.
