PNP, Norwegian police forge stronger partnership against online child sexual abuse

The Philippine National Police (PNP) and the Norwegian Police Service have signed a memorandum of understanding (MoU) to strengthen cooperation against online sexual abuse and exploitation of children (OSAEC), expanding information sharing to help identify offenders, rescue victims, and stop cross-border crimes, the Norwegian Embassy in Manila disclosed Monday, July 6.
The agreement was signed on July 2 by PNP chief Police General Jose Melencio C. Nartatez Jr. and Norwegian Deputy Police Commissioner Lars Erik Alfheim, which builds on the work of the Nordic Liaison Office, which was established in March 2020.
Under the agreement, the two police organizations will have broader opportunities to exchange and receive information related to online child sexual abuse cases.
The embassy said this will improve efforts to identify offenders, detect and investigate crimes, and protect children who are at risk.
“Crime knows no borders, nor can our cooperation do so. This agreement gives us better opportunities to prevent sexual abuse of children by identifying and stopping abusers where crime occurs before more children are exposed,” Alfheim stated.
Through the partnership, the Norwegian Embassy in Manila said that the intelligence provided by Norwegian authorities has supported numerous law enforcement operations across the Philippines that led to the identification and rescue of children from ongoing abuse.
It added that the Norwegian authorities also resulted in the identification and arrest of perpetrators in Norway who had ordered the abuse.
The national government continues to step up its campaign against OSAEC and in fact, President Ferdinand Marcos Jr. had condemned online sexual abuse and exploitation of children “in all its forms” and directed government agencies to intensify efforts against what he described as a borderless and hidden crime.
The Norwegian Police said the new agreement will also serve as a preventive tool by allowing authorities to share information faster and intervene earlier before more children become victims.
“Cybercrime is global. Therefore, police cooperation must be global. This agreement is an important step forward in protecting children and combating cross-border sexual abuse,” the Norwegian embassy said.
The cooperation also supported the implementation of Republic Act No. 11930, or the Anti-Online Sexual Abuse or Exploitation of Children and Anti-Child Sexual Abuse or Exploitation Materials Act, whose implementing rules and regulations have already taken effect.
Norwegian Ambassador to the Philippines Christian Halaas Lyster welcomed the strengthened partnership, saying it remains a priority for the embassy in Manila.
“Strengthening the cooperation between the Philippines and Norway in the fight against OSAEC is a top priority for the Norwegian Embassy in Manila. Through our cooperation, we work together to create awareness of this challenging problem, prevent victims from being abused, and keep our children safe,” he said.
