DAVAO CITY – Davao Light and Power Co. Inc. said Monday, July 6, that they are preparing for a smooth transition in parts of Davao del Norte and the Island Garden City of Samal after the Energy Regulatory Commission designated them as the sole distribution company authorized to operate, bill, and collect payments within its expanded franchise area.
In a press conference in Tagum City, DLPC Senior Assistant Vice President for North Davao Operations Arnel Bersabe said Davao Light welcomed the ERC's order in Case No. 2025-038 MC, noting that the directive aims to eliminate consumer confusion and prevent double-billing in areas covered by their expanded franchise.
Under the order, the Northern Davao Electric Cooperative was directed to immediately cease billing and collection activities in the Island Garden City of Samal and Tagum City and the municipalities of Asuncion, Kapalong, New Corella, San Isidro, and Talaingod in Davao del Norte.
The ERC also ordered Nordeco to turn over all consumer records and billing data to Davao Light within 15 days to facilitate the transition.
Bersabe said the order is a significant development for consumers in affected areas and assured residents and businesses that they are committed to ensuring an orderly handover of electric distribution services.
"This order is a significant step forward for the consumers in our expanded franchise area. We are fully committed to ensuring a seamless transition, and we will work tirelessly to uphold the quality and reliability of service that our customers expect and deserve," Bersabe said.
Davao Light appealed to new customers for patience while account migration and other transition activities are completed. A temporary status quo remains in effect in Davao de Oro where Nordeco will continue operating the distribution system until Davao Light formally assumes operations.
The utility assured customers that power supply would remain uninterrupted throughout the transition.
The ERC order followed an earlier directive issued by the Regional Trial Court in Panabo City on June 25, 2026, ordering Nordeco to stop billing, collections, disconnections, and other distribution operations in the entire Igacos after determining that the distribution assets were already under the possession and control of Davao Light.
The court also directed Nordeco to stop meter reading, maintenance and repair work, reconnections, and responses to service requests in Igacos and allow Davao Light to exclusively perform these functions.
Nordeco was ordered not to interfere with Davao Light's operation of the distribution assets and turn over records necessary for the continued delivery of electric service.
Following the court order, Davao Light advised customers in Igacos that the company is now responsible for billing, collections, customer service, maintenance, and other day-to-day distribution operations.
Davao Light encouraged consumers to coordinate directly with them for billing concerns, payments, outages, maintenance requests, and other electricity-related matters, and to report any instances where Nordeco continues to perform activities violating the court's directive.
Davao Light said the ERC order affirms the legislative intent of Republic Act No. 12144 and recognizes the legal transfer of distribution assets through court-issued writs of possession while prioritizing consumers' right to transparent and reliable electric service.
Bersabe said Davao Light will issue additional customer advisories in the coming days regarding account migration procedures and available payment channels.
