The incident occurred on June 30 in Barangay Mayamot, where the vehicle appeared to be speeding and swerving while passengers were hanging from the back.
The LTO said the driver's actions were a clear violation that endangered the lives and safety of the passengers and other road users.
Antipolo City Mayor Jun Ynares said the incident serves as a reminder that driving is a serious responsibility, with the lives of passengers at stake.
“Isipin natin ang mga sakay ng jeep na iyon—maaaring pauwi na sila mula sa trabaho o eskwela, at may mga pamilyang naghihintay sa kanilang makauwi nang ligtas. Walang biyahe ang mas mahalaga kaysa sa buhay ng tao (Those passengers may have been on their way home from work or school, with families waiting for them to arrive safely. No trip is more important than human life),” Ynares said.
After identifying the driver and the registered owner of the jeepney, the LTO ordered them to appear before its Intelligence and Investigation Division (IID) for a scheduled hearing and to submit sworn explanations, along with supporting documents, in response to the allegations in the SCO.
The driver faces charges of reckless driving and hitching. He has been ordered to explain why he should not be charged as an improper person to operate a motor vehicle and have his license suspended or revoked.
Meanwhile, the registered owner or operator of the jeepney has been ordered to explain why they should not be held liable for employing reckless driver.
While the case is ongoing, the LTO imposed a 90-day preventive suspension on the driver’s license and ordered it to be turned over immediately to the IID.
LTO Assistant Secretary Markus V. Lacanilao also ordered the Field Enforcement Division (FED) to confiscate the jeepney’s license plate and place the vehicle under technical impound due to identified violations.
“Hindi dapat isugal ang kaligtasan ng publiko para lamang makapagsakay ng mas maraming pasahero (The safety of the public should never be put at risk just to carry more passengers),” Lacanilao said.
“Kailanman ay hindi kinukunsinte ng LTO ang ganitong uri ng paglabag at titiyakin namin na agad papanagutin ang mga sangkot sa ganitong uri ng iresponsableng pagmamaneho at patuloy na lumalabag sa umiiral na regulasyon (The LTO does not tolerate this kind of violation and will ensure that those involved in this irresponsible driving and continued violation of existing regulations are held accountable),” he added.
Lacanilao also reminded drivers to observe discipline and practice responsible driving at all times to help prevent accidents.
He also urged the public not to put their safety at risk by hanging onto or boarding public utility vehicles beyond their safe passenger capacity.
