Vintage-21 steps up ₱100-milion coal project in Surigao del Sur

Vintage-21 Coal Mining Corp. is advancing the pre-development phases of its ₱100 million coal project in Surigao del Sur, moving closer to extraction nearly four years after securing its government contract.
In a notice filed with the Environmental Management Bureau of the Department of Environment and Natural Resources, Vintage-21 plans to initiate mining activities in the municipality of Lingig, targeting an initial annual production of about two million metric tons of thermal coal.
The proposed extraction operations will cover a 255-hectare site within the company’s larger 4,000-hectare Coal Operating Contract area, known as COC No. 208, which was awarded by the Department of Energy in December 2022.
Vintage-21 recently concluded its public scoping process, a regulatory milestone aimed at gathering community feedback to define the scope of its upcoming Environmental Impact Assessment. Funding for the ₱100 million venture will be sourced through a combination of internal capital from company officers and external investors.
In a corporate statement, Vintage-21 said the development is poised to play a crucial role in bolstering national energy security, supporting domestic industries, and promoting regional economic growth by maintaining a balanced energy mix.
Currently, the company is focused on exploratory drilling and coal quality testing within its designated block. While full-scale commercial excavation has not yet commenced, the firm is operating under an EMB-issued Certificate of Non-Coverage for its preliminary phases.
The progress of the Surigao del Sur asset comes as the local coal landscape prepares for a major transition. Semirara Mining and Power Corp., the country's dominant producer, generated about 5.9 million metric tons of coal in 2025, buoyed by improved access to seams at its Narra mine.
However, the Consunji-led conglomerate is scheduled to see its operating license for that specific block expire next year. The DOE is set to open the area to competitive bidding for new developers, shifting the competitive dynamics of the domestic extraction industry.
