ILOILO CITY – Majority of public schools in Western Visayas region lack permanent guidance counselors who are certified to handle the enormous task in handling students’ behavior and mental health.
The Department of Education-6 said there are currently 2,265 designated guidance counselors for elementary schools while 418 for high schools in the region. Some school divisions only have guidance coordinators.
They are usually teachers or staff who are given additional tasks of guidance counseling without thorough and professional training.
There should be one guidance counselor for every 500 students in schools in Aklan, Antique, Capiz, Guimaras, and Iloilo provinces as well as the regional capital of Iloilo City.
DepEd-6 is addressing the matter as it has started implementing the Basic Education Mental Health and Well-Being Promotion Act of 2024. The law expands mental health programs for students with the component of hiring permanent guidance counselors.
There are no permanent positions open for guidance counselors of public elementary schools in Western Visayas.
So far, the program only covers high school with the hiring of 44 registered guidance counselors out of 350 vacant positions. There are still 306 vacant positions.
DepEd-6 Regional Director Cristito Eco said one of the biggest challenges in hiring permanent guidance counselors is that qualification is high, including a requirement of a master’s degree, but the salary is low.
DepEd-6 is formalizing a partnership with the Department of Social Welfare and Development-6 to provide support in assisting school division across Western Visayas as they have certified guidance counselors.
DepEd-6 has proposed to its central office in Manila to reclassify the positions in order to efficiently fill the gaps.
