The Quezon City Council said it will ensure fairness and due process in its investigation into an incident during the rally at the People Power Monument on Wednesday, July 1, involving Councilor Ranulfo “Tatay Rannie” Ludovica and a Land Transportation Office (LTO) enforcer.
In a statement, the council said it recognizes the public concern over the incident and will conduct an impartial inquiry to establish the relevant facts.
It said the inquiry will determine whether the actions taken were consistent with the standards of conduct expected of public officials.
The council also said all those involved should be afforded fairness and due process as the proper procedures take their course.
It recognized the dedication of public servants, including Ludovica, but stressed that public officials must uphold respect, professionalism, and accountability in carrying out their duties.
“While public officials have the duty to raise legitimate concerns and demand accountability, such responsibility must always be exercised with respect, professionalism, and due regard for the dignity and rights of others,” the council said.
The council added that the incident should serve as an opportunity to reinforce ethical leadership and responsible public service.
It said it remains committed to upholding the dignity of public office and strengthening public trust through integrity and professionalism.
The incident circulated on social media, showing Ludovica allegedly confronting and berating an LTO enforcer after a van carrying Iglesia Ni Cristo (INC) members bound for the rally was issued a traffic citation.
