Panay Energy restores coal plant unit early to stabilize Visayas grid
Panay Energy Development Corp. successfully synchronized the third unit of its coal-fired power plant back to the Visayas power grid on Thursday, July 2, completing repairs ahead of schedule to help ease the prolonged electricity crisis in the region.
In a statement, MGEN Thermal Energy Inc. said the return of the facility follows an intensive engineering and restoration program designed to reverse the impact of an unexpected equipment failure that knocked the plant offline in May 2026.
Panay Energy is a unit of MGEN Thermal.
The prolonged outage had triggered a volatile series of red and yellow grid alerts over the past two months, threatening regional economic expansion, business continuity, and industrial manufacturing output across Panay Island and the wider Visayas region.
“The successful return of PEDC Unit 3 reflects the strength of our engineering capabilities, disciplined execution, and the dedication of our people and partners,” Arnel L. Santos, MGEN Thermal president and chief executive officer, said.
Santos added that beyond restoring immediate generating capacity, the rigorous recovery process has permanently strengthened the company's broader engineering governance and asset management practices.
The comprehensive recovery infrastructure program involved detailed engineering assessments, forensic investigations, equipment repairs, and extensive operational testing.
To satisfy regulatory standards, the power producer collaborated closely with original equipment manufacturers, independent technical experts, specialized contractors, and the National Grid Corporation of the Philippines. The joint effort ensured the generation unit met stringent technical and efficiency requirements before its official grid reconnection.
MGEN Thermal, which serves as the power-generation arm of Manila Electric Co., noted that the technical lessons gained during this restoration project will be fully integrated into its corporate engineering standards. The management framework update aims to bolster the structural reliability of its entire generation fleet moving forward.
The facility utilizes circulating fluidized bed technology to optimize fuel efficiency and limit emissions. Its restoration provides critical baseline power to Panay Island and select economic zones across the Visayas, supporting regional energy security targets set by the Department of Energy.
The system operator has not issued any new power grid alerts following the synchronization. The Visayas power grid currently maintains a total available capacity of 2,697 megawatts against a projected peak demand of 2,318 megawatts. While the current operating margin remains stable, energy officials continue to monitor reserves closely as industrial consumption scales up during the second half of the year.
