Comply with rally permit conditions, PNP tells EDSA protesters

Police forces tasked to secure the second day of the Iglesia Ni Cristo (INC) rally were ordered to implement necessary measures to minimize disruption to motorists and commuters, as well as the flow of essential goods and services.
Gen. Jose Melencio C. Nartatez, Jr., chief of the Philippine National Police (PNP), said the move was aimed at ensuring that the massive traffic disruptions experienced during the surprise rally on Tuesday, June 30, will not happen again.
He said the National Capital Region Police Office (NCRPO), the Quezon City Police District (QCPD), and other concerned units were tasked to to fully implement the approved security and traffic management plans following the issuance of a rally permit by the Quezon City government.
“We have directed all concerned units to implement the appropriate security and traffic management plans, maintain close coordination with the local government and rally organizers, and ensure the peaceful conduct of the assembly,” Nartatez said.
The Quezon City government issued a permit allowing the rally to be held along White Plains Avenue from 8:00 a.m. to 8:00 p.m. on July 1.
The permit requires organizers to remain within the approved venue and schedule, comply with Batas Pambansa Blg. 880, avoid disrupting police security operations, prevent total road closures, and maintain cleanliness and order.
The activity followed the June 30 gathering at the EDSA People Power Monument, which the PNP earlier said was conducted without the required permit and temporarily affected traffic along EDSA.
“Our personnel have been instructed to exercise maximum tolerance while remaining ready to enforce the law and protect the safety of participants and the general public,” Nartatez said.
He also called on organizers and participants to observe the conditions of the permit and cooperate with authorities to ensure the activity proceeds peacefully.
“We ask the organizers and participants to strictly comply with the conditions of the permit, cooperate with law enforcement personnel, and help maintain peace, order, and cleanliness throughout the activity,” he said.
Nartatez also assured the public that measures are in place to reduce inconvenience and maintain the flow of traffic in affected areas.
“We appeal for patience and cooperation as we carry out our duty to facilitate both the constitutional right to peaceful assembly and the uninterrupted delivery of essential public services,” he said.
