Citation tickets, SCOs issued vs protesters who turned EDSA, nearby roads as parking space
Several vehicles were seen blocking a portion of EDSA near the People Power Monument during the protest action of a religious group on Monday, June 30, 2026.
Citation tickets and show cause orders (SCOs) await vehicle owners that either blocked EDSA and other roads or those that skipped public transportation duty to join the protest actions at the People Power Monument in Quezon City.
The Metropolitan Manila Development Authority (MMDA) earlier led the towing of the vehicles that were either parked along EDSA or deliberately used to block the road but its personnel had to stand down as some of the protesters turned aggressive.
MMDA chairman Don Artes said the decision to stand down was made to prevent any untoward incident between his men and the protesters.
The Philippine National Police earlier reported that seven of its personnel were injured due to assault of some of the protesters, one of the incidents erupted as the policemen tried to prevent a bus from deliberately blocking EDSA.
Instead, Artes said they issued a citation ticket for each vehicle with a fine of P2,000.
On the part of the Land Transportation Franchising and Regulatory Board (LTFRB), it issued show cause orders against 34 operators of public utility vehicles (PUVs) that were seen at the rally site on Tuesday, June 30.
The SCOs issued by LTFRB include operators of units that include buses and UV Express.
“While the LTFRB fully respects the right of every person to join protest action to air grievances, the agency said there are some factors that must also be taken into consideration, especially in the interest of the public,” the statement issued on Wednesday, July 1, read.
In the case of the operators, the LTFRB explained that the decision of the operators not to operate on Tuesday affected the availability of public transportation service to the riding public.
The summoned operators were asked to explain in notarized writing why its permit to operate should not be suspended or cancelled.
The hearing for the case is set on July 9.
