INC secures permit for QC rally on July 1; 100,000 turnout expected

The Iglesia ni Cristo (INC) has secured a permit from the Quezon City government for its rally along White Plains Avenue and Temple Drive on Wednesday, July 1, with organizers expecting around 100,000 participants.
The approval was issued by the Quezon City Department of Public Order and Safety (DPOS) upon the request of INC Minister Eraño Codera, subject to conditions on venue use, traffic management, cleanliness, and public safety compliance.
Based on the permit shared by the Quezon City Police District (QCPD), the DPOS raised no objection to the activity provided that organizers comply with city guidelines, including the prohibition of total road closures and the immediate cleanup of the venue after the rally.
The permit stated that the approval may be revoked or canceled in cases of emergency, public interest concerns, or failure by organizers to comply with the imposed conditions.
Authorities reminded organizers that the rally must only be held at the approved venue and schedule, noting that any deviation may constitute a violation of the Public Assembly Act of 1985.
Organizers were also directed to ensure that the activity would not disrupt security operations and the normal flow of traffic, as coordinated with the QCPD and the Metropolitan Manila Development Authority (MMDA).
The approval came after INC members held an “emergency rally” near the People Power Monument on Tuesday morning, June 30, which affected traffic flow in the area.
Quezon City Department of Public Order and Safety head Elmo San Diego said the city was not informed beforehand about the earlier gathering, describing it as a sudden mobilization.
The QC-DPOS later coordinated with INC representatives and signed a memorandum of understanding outlining the guidelines that participants must observe during the July 1 assembly.
