Ex-DPWH chief Bonoan may testify as state witness in Revilla's P92.8-M flood-control case—prosecutors

Former Department of Public Works and Highways (DPWH) Secretary Manuel Bonoan may take the witness stand as a state witness in the P92.8-million flood-control malversation case against former Senator Ramon “Bong” Revilla Jr., prosecutors told the Sandiganbayan Third Division on Tuesday, June 30.
During Tuesday’s hearing, prosecutors told the anti-graft court that Bonoan is among the witnesses they intend to present during the remaining trial dates in July.
“Subject to the result of the conference, we might file a motion to call Carlo Rivera again in connection with the forensic examination. We might be presenting Secretary Bonoan. July 28 or 29, we will utilize the last two settings,” the prosecution said.
“Maybe 28 will be Sec. Bonoan or interchange. We have not decided yet.”
The prosecution’s manifestation came a day after Ombudsman Jesus Crispin “Boying” Remulla announced that the OMB had secured Bonoan’s cooperation to become a state witness in several cases involving alleged anomalies in flood-control projects.
“We already have a signed agreement for the cooperation of former [DPWH] Secretary Manuel Bonoan to a state witness—to be a cooperating witness,” Remulla said during a press briefing on Monday, June 29.
Remulla said the OMB would ask the Sandiganbayan to discharge Bonoan as a respondent so he could testify for the prosecution.
“We will ask the court to discharge him as a respondent for him to testify for us as a state witness,” he said.
Per OMB, Bonoan’s testimony is expected to strengthen multiple cases already filed by the OMB because of his knowledge of the inner workings of the DPWH.
“The knowledge that he has about the whole institution is something very important to us to be able to prove many cases. We will be benefiting from his testimony with regards to so many of the cases we have filed,” Remulla said.
On Jan. 16, 2026, the Ombudsman filed malversation and graft charges before the Sandiganbayan against Revilla in connection with the alleged anomalous P92.8-million flood-control project in Pandi, Bulacan.
