Quezon City unveils 3 road safety policies

The Quezon City government unveiled three road safety policies on Monday, June 29, aimed at strengthening protection for road users and reducing traffic-related injuries and fatalities in the city.
The initiative is part of the city’s collaboration with the Partnership for Healthy Cities, a global network of more than 70 cities working to prevent noncommunicable diseases and injuries.
Unveiled were the Implementing Rules and Regulations (IRR) of the Comprehensive Road Safety Code, the Safe School Zone Ordinance, and an Executive Order creating the Quezon City Road Safety Working Group (QC-RSWG), which will oversee planning, implementation, monitoring, and evaluation of road safety programs.
Mayor Joy Belmonte emphasized that the city is committed to making streets safer. She explained that trained assessors will carry out school road safety audits and recommend engineering solutions to reduce crash risks.
Data from the Metropolitan Manila Development Authority (MMDA) shows Quezon City had the highest number of road crashes in Metro Manila, stressing the need for stronger safety measures.
Enacted in 2018, the Comprehensive Road Safety Code introduced the Safe System Approach, a global framework that aims to prevent serious injuries and deaths by designing safer road systems that account for human error.
With the issuance of its IRR, the policy moves toward full implementation and enforcement.
Councilor Medalla said the Safe School Zone Ordinance seeks to protect students from road-related risks through lower speed limits, improved pedestrian facilities, and enhanced traffic management around school areas.
Traffic and Transport Management Department (TTMD) head Dexter Cardenas said the measures are reinforced by the creation of the QC-RSWG, which will align road safety programs with long-term planning, implementation, and communication strategies.
Public interest law group ImagineLaw welcomed the initiative, saying Quezon City’s integrated approach could serve as a model for other local governments.
Global health experts from the World Health Organization (WHO) identified road traffic injuries as a leading cause of death among people aged 5 to 29 worldwide, while Vital Strategies said the city’s move demonstrates how local governments can turn policy into life-saving action.
