TACLOBAN CITY — The Police Regional Office-8 (PRO 8) conducted a training against active shooters at the Convention Center in Barangay Tabgas, Albuera, Leyte, on Sunday, June 28.
The training, dubbed Tactical Response to Active Shooting was led by the 1st Leyte Provincial Mobile Force Company and participated in by the 2nd Leyte Provincial Mobile Force Company, the Albuera Municipal Police Station, and Task Force Kamurayaw.
It aims to strengthen collective preparedness and operational skills in responding effectively to active shooting incidents.
Through a combination of classroom lectures and hands-on practical exercises, participants refined key skills such as tactical response procedures, inter-unit coordination, threat assessment, quick yet sound decision-making, and strict adherence to standard operational protocols and safety guidelines.
PRO-8 Director Police Brig. Gen. Jason Capoy emphasized the importance of proper preparation, noting that every second counts in these situations, and that the difference can mean the line between life and death.
“PRO 8 continuously enhances the readiness and capability of our personnel through information and training programs focused on tactical response to active shooting incidents. Our goal is to ensure every officer is fully equipped with the correct procedures for urgent response situations, so we can effectively protect the lives and safety of the public.”
He said that in incidents of this nature, every second is critical and can determine survival. “Through consistent training and knowledge-sharing, police become better equipped to deliver swift, organized, and effective responses when the community needs it most,” Capoy said.
The training was conducted days after three students were killed and 20 were injured in a mass shooting incident at San Jose High School in Tacloban City.
