Protect IT-BPM's global edge

The Philippine government is right to push back against proposals in the United States (US) that could discourage companies from outsourcing customer-service operations overseas. At stake is not merely an industry, but one of the country’s most important economic pillars.
The information technology and business process management (IT-BPM) sector has grown into the Philippines’ top source of dollar earnings after overseas Filipino workers’ (OFWs) remittances. Last year alone, it generated more than $40 billion in revenues while providing high-quality jobs for millions of Filipinos. Its success has also fueled investments beyond Metro Manila, helping create new growth centers in the provinces.
The concerns raised by the US Federal Communications Commission (FCC) deserve to be taken seriously. Protecting consumers from fraud, improving customer service, and safeguarding sensitive information are legitimate policy objectives. No country should object to efforts that strengthen consumer protection.
What deserves closer scrutiny, however, is the assumption that the location of a call center is itself the problem.
As the IT and Business Process Association of the Philippines (IBPAP), together with the American Chamber of Commerce of the Philippines (AmCham), the US-ASEAN Business Council (USABC), and government agencies, argued before the FCC, customer satisfaction depends far more on training, technology, management, cybersecurity, and accountability than on geography. Philippine IT-BPM firms serving American clients already operate under stringent contractual obligations, internationally recognized security standards, and strict performance metrics. They also comply with Philippine laws on data privacy and cybersecurity while meeting the regulatory requirements imposed by their US clients.
The industry’s submission also makes another important point. Forcing companies to shift work back to the US could substantially raise operating costs that may ultimately be passed on to American consumers through higher prices or reduced service availability. Offshore operations have become an integral part of how many US companies provide round-the-clock customer support, manage demand surges, and remain globally competitive.
That is why the Philippine government’s unified response—led by the Board of Investments (BOI), the Department of Information and Communications Technology (DICT), the Philippine Economic Zone Authority (PEZA), and IBPAP—is encouraging. Rather than merely defending the status quo, they presented evidence that the country’s IT-BPM industry is a trusted partner built on decades of operational excellence, regulatory compliance, and mutual benefit for both Philippine and American businesses.
Still, defending the industry before foreign regulators is only part of the task.
The government must continue strengthening the sector’s long-term competitiveness. That means investing in digital infrastructure, cybersecurity, workforce upskilling, and artificial intelligence (AI) capabilities. It also means ensuring that Philippine regulations remain predictable, transparent, and aligned with global standards. These are the qualities that will keep the country attractive to investors regardless of political winds abroad.
The global business environment is changing rapidly. Protectionist pressures may emerge from time to time, but they should not distract the Philippines from pursuing reforms that make its industries stronger and more resilient. The country’s comparative advantage can no longer rest on competitive labor costs alone. It must increasingly be anchored on innovation, reliability, security, and a highly skilled workforce.
For more than two decades, the Philippine IT-BPM industry has proven that it creates value not only for the local economy but also for the companies and consumers it serves overseas. The government must continue protecting this strategic sector—not by asking for special treatment, but by ensuring that it remains among the world’s most trusted destinations for high-value digital and business services.
