Manila Mayor Francisco "Isko Moreno" Domagoso wants stricter discipline in schools, warning that students involved in riots, bullying, or carrying weapons could be expelled as the city works to improve campus safety.
Speaking during the Kapihan ng Samahang Plaridel at the Manila Hotel, Domagoso announced the signing of Executive Order No. 29, Series of 2026, creating the Manila School and Community Safety Task Force to bolster security in schools and public spaces.
The mayor said the task force will convene to immediately formulate and implement measures aimed at protecting students and preventing violence on campus.
Among the recommendations he raised is the possible expulsion of students found involved in riots, bullying, or those caught carrying firearms or bladed weapons, subject to existing rules and due process.
Domagoso said the proposed measures are intended to foster discipline while ensuring schools remain safe spaces for learning.
“This is about the safety of our children para may kapanatagan ang damdamin ng bawat ina, ng bawat magulang na ang kanyang anak na nasa loob ng paaralan ay maging laging ligtas (This is about the safety of our children so that every mother and every parent can have peace of mind knowing that their child is safe inside the school),” he said.
The mayor emphasized that the initiative seeks to protect every young Manileños by creating a safer environment not only inside schools but also in surrounding communities.
