Nartatez orders criminal, administrative cases vs viral gun-toting cop in Zamboanga del Norte

The Philippine National Police (PNP) on Friday, June 26, ordered the immediate start of legal proceedings against a police corporal caught on video allegedly pointing a firearm at a civilian in Dapitan City, Zamboanga del Norte.
Police Corporal Henry Boquida, assigned to the Sapang Dalaga Municipal Police Station in Misamis Occidental, has already been placed under restrictive custody and disarmed pending the results of an investigation.
A closed-circuit television (CCTV) footage went viral on social media showing an apparently drunk Boquida allegedly drawing and pointing his firearm during an argument with a 35-year-old construction worker in front of a "sari-sari" store in Barangay Antipolo, Dapitan City at around 8:30 p.m. on June 21.
Police General Jose Melencio C. Nartatez Jr., PNP chief, described the incident as a "serious breach of the standards expected from police officers."
“The actions displayed in the viral video are a complete betrayal of the badge and the trust our citizens place in us. We hold our officers to the highest standards of professional conduct,” he said.
“We are not just looking at a suspension. We are pursuing the full measure of administrative accountability. There is no room in the PNP for anyone who uses their position to intimidate or threaten the very public we are sworn to protect. I have zero tolerance for such display of arrogance,” he added.
Police have since endorsed a criminal complaint against Boquida for grave threat before the Dapitan City Prosecutor's Office.
The PNP also coordinated with the Dapitan City Police Station and the victim to facilitate the immediate filing of administrative complaints for grave misconduct and conduct unbecoming of a police officer against the suspect.
Meanwhile, the National Police Commission (Napolcom) has also started a motu proprio investigation into the incident.
During the investigation, authorities found that the police corporal was already facing administrative and criminal cases, including proceedings related to alleged violations of Republic Act No. 9262, or the Anti-Violence Against Women and Their Children Act.
He also has a criminal case pending before the Family Court in Dapitan City, according to Napolcom.
