Caloocan, Malabon achieve top marks in financial transparency

The city governments of Caloocan and Malabon have passed separate government assessments on financial reporting and public disclosure, reflecting their compliance with standards on the management of public funds.
Caloocan City received an Unmodified Opinion from the Commission on Audit (COA) for its 2025 financial statements.
An Unmodified Opinion is the highest audit rating issued by COA, indicating that the city’s financial statements were fairly presented and complied with applicable government accounting standards.
Mayor Dale Gonzalo “Along” Malapitan said the audit result reflects the city government’s continuing commitment to the responsible use of public funds.
“Ang pagkilalang ito ay patunay ng ating patuloy na pagsusumikap na mapanatili ang maayos at responsableng paggamit ng pondo ng lungsod (This recognition reflects our continued commitment to ensuring the proper and responsible use of the city’s funds),” Malapitan said.
He added that the city government will continue strengthening transparent and accountable governance for the benefit of residents.
Meanwhile, Malabon City was recognized as a passer in the Department of the Interior and Local Government’s (DILG) 2025 Good Financial Housekeeping assessment.
The DILG grants this recognition to local government units (LGUs) that meet fiscal accountability and transparency standards.
To qualify, an LGU must obtain either an Unmodified or Qualified audit opinion from the COA and comply with the Full Disclosure Policy, which requires the timely and complete posting of financial documents in public places and on the Full Disclosure Policy (FDP) Portal.
Mayor Jeannie Sandoval said the recognition reflects the city’s commitment to the responsible and transparent management of public funds.
Malabon was earlier cited by the DILG for full compliance with the Full Disclosure Policy covering the second to fourth quarters of 2024 and the first quarter of 2025.
It also received the Seal of Good Local Governance in 2023 and 2024.
