PBBM pursues balanced diplomatic initiatives to advance national interest

Two recent diplomatic developments—the state visit of German President Frank-Walter Steinmeier to Manila and the ASEAN-Russia Commemorative Summit in Kazan hosted by Russian President Vladimir Putin—highlight the Philippines’ growing ability to engage major global players while advancing its own national interests. Far from being isolated events, both underscore the value of a balanced and pragmatic foreign policy that expands economic opportunities, strengthens strategic partnerships, and enhances the country’s voice on the international stage.
President Steinmeier’s visit is historic in itself. It marks the first visit by a German head of state to the Philippines in more than six decades and reflects the growing importance Germany places on its relationship with Manila. The visit builds on the momentum generated by President Ferdinand Marcos Jr.’s trip to Berlin in 2024 and coincides with expanding cooperation in trade, investment, maritime security, renewable energy, and education. Two years ago, the Philippine and Germany celebrated the 70th anniversary of their bilateral diplomatic relations.
For the Philippines, the gains are tangible. Germany is Europe’s largest economy and among the world’s leading industrial and technological powers. Stronger economic ties can attract investments in manufacturing, green technologies, infrastructure, and workforce development. Germany’s support for the resumption of negotiations on a Philippines-European Union Free Trade Agreement could also open wider access to one of the world’s largest consumer markets.
Equally important is Germany’s clear support for a rules-based international order. During the visit, both sides reaffirmed the importance of international law, including the 2016 arbitral ruling on the South China Sea. Germany’s continued assistance to the Philippine Coast Guard and its growing engagement in the Indo-Pacific send a strong signal that concerns over maritime security are not merely regional issues but matters of global interest.
Meanwhile, the ASEAN-Russia Summit in Kazan demonstrated the Philippines’ capacity to engage constructively with another major power despite an increasingly polarized geopolitical environment. As ASEAN chair, President Marcos helped lead discussions on expanding cooperation with Russia in trade, energy, agriculture, science and technology, digitalization, and regional security. The summit also reaffirmed the value of dialogue, mutual respect, and adherence to international law in addressing global challenges.
For the Philippines, engagement with Russia offers practical benefits. Russia remains a significant player in global energy and food markets. Greater cooperation can contribute to energy security, agricultural resilience, and diversified economic partnerships. At a time when supply chains remain vulnerable to geopolitical disruptions, maintaining productive relations with a broad range of partners serves the country’s long-term interests.
Taken together, these two events reveal a larger strategic reality. The Philippines is no longer confined to choosing between competing blocs or rival powers. Instead, it is pursuing a foreign policy anchored on national interest, engaging partners across Europe and Asia while safeguarding sovereignty and promoting economic growth.
Moving forward, the challenge is to translate diplomatic goodwill into concrete outcomes, in terms of more investments, more jobs, stronger security cooperation, and greater resilience against external shocks. Diplomacy is most meaningful when it improves the lives of ordinary citizens.
The visit to Manila and the regional summit in Kazan remind us that in a rapidly changing world, the Philippines gains most when it remains open to cooperation, confident in its principles, and active in shaping the partnerships that will define its future.
