Moises Padilla bans sale of smuggled meat

BACOLOD CITY – The municipal government of Moises Padilla in Negros Occidental has tightened the entry, storage, and sale of imported meat and meat products following reports of illegal trading, technical smuggling, and the widespread sale of uncertified products in public markets, satellite markets, and online platforms.
Mayor Ella Celestina Garcia-Yulo issued Executive Order No. 293 on Monday, June 22, prohibiting the illegal and unauthorized selling of imported meat and meat products without the necessary permits and clearances within the town.
In the order, Yulo emphasized that Moises Padilla remains a “pink zone” and continues to implement preventive measures to protect its hog and livestock industries from animal diseases that could threaten local production.
The mayor said the move aims to safeguard public health, ensure food safety, and protect the welfare of residents.
Under the order, prohibited activities include the sale and improper handling of imported meat without a valid Certificate of Meat Inspection (COMI) issued by the National Meat Inspection Service (NMIS), as well as the absence of a business permit or mayor’s permit.
The order also bans the sale of expired, undocumented, or improperly sourced imported meat products, particularly those originating from countries or regions restricted by the Department of Agriculture (DA) due to disease outbreaks.
Selling thawed or mishandled frozen meat as fresh meat outside temperature-controlled and sanitary facilities is likewise prohibited.
Yulo noted that imported pork and poultry products must undergo stringent quarantine inspections by the Bureau of Animal Industry (BAI) and the NMIS to ensure they are free from transboundary animal diseases such as African Swine Fever (ASF).
The executive order is anchored on Republic Act No. 9296, or the Meat Inspection Code of the Philippines, and Republic Act No. 10611, or the Food Safety Act of 2013, both of which mandate the regulation of food products to protect consumers from health risks.
To enforce the measure, the municipal government has created a task force to monitor public markets, supermarkets, and private warehouses in the town.
The task force is composed of the Municipal Agriculture Office, Municipal Health Office, Philippine National Police, Municipal Economic Enterprise and Development Office, and the municipality’s 15 barangays.
Imported meat and meat products found on display or being sold without the required permits and certifications will be immediately confiscated.
Seized products will be condemned and disposed of in a designated municipal facility to prevent potential threats to public health and the local livestock industry.
