On June 20, the LTO issued the order following the incident on June 18 along General Luna Avenue in Barangay Ampid 2, San Mateo, Rizal.
Based on the investigation, a jeepney passenger stopped to give way to a student crossing the pedestrian lane. However, while the student was continuing to cross, he was hit by a Mitsubishi L300 that was behind the jeepney and allegedly overtaking.
The van’s driver reportedly immediately stopped and checked on the victim.
Due to the impact, the student sustained physical injuries and was immediately brought to the hospital for treatment. The driver also reportedly shouldered the victim’s hospital expenses.
The LTO ordered the registered owner and driver of the Mitsubishi L300 to appear before its Intelligence and Investigation Division (IID) and submit an explanation on why they should not be held liable for reckless driving and failure to yield the right of way to a pedestrian crossing.
The driver is also required to explain why their driver’s license should not be revoked, suspended, or disqualified on the grounds of being an “improper person to operate a motor vehicle,” in accordance with existing LTO regulations.
As part of the investigation, the vehicle was placed under alarm. The driver was also ordered to surrender his license and was placed under a 90-day preventive suspension while the case is ongoing.
LTO chief Assistant Secretary Markus V. Lacanilao said that pedestrian lanes are designated for the safe crossing of the public, and all motorists are expected to respect them.
"Hindi natin palalampasin ang anumang uri ng kapabayaan sa pagmamaneho na naglalagay sa buhay ng ating mga kababayan sa panganib (We will not tolerate any form of negligent driving that puts the lives of our fellow citizens at risk),” he said.
He also reminded all motorists to be responsible and vigilant while driving at all times.
“Isang saglit na pagwawalang-bahala sa mga patakaran sa kalsada ay maaaring magdulot ng aksidente at maglagay sa panganib sa buhay ng iba (A moment of disregard for road rules can lead to accidents and endanger the lives of others),” the chief added.
