Cerberus' ₱6-billion Subic cargo hub project faces new bidding delay

The Subic Bay Metropolitan Authority (SBMA) has once again extended its preparations for the Swiss challenge of the ₱6.2-billion Subic Bay International Airport (SBIA) project, aiming to ensure that the bidding process upholds fair competition.
In a bid bulletin, the SBMA’s Pre-qualification, Bids, and Awards Committee (PBAC) announced that the issuance of instructions to challengers and other tender documents has been pushed back to June 30 from its previous target of June 17.
Prior to this adjustment, the investment promotion agency had moved the schedule to June 17 from its original May 18 timeline.
According to the SBMA, the latest schedule change is intended to provide the agency with sufficient time to refine the contractual frameworks in accordance with technical specifications and financial parameters.
“The extension safeguards the integrity of the comparative challenge process and maintains equal footing for all participants,” the SBMA said. “No prejudice is caused to any party as documents have not yet been released.”
With the delayed issuance, the SBMA noted that all subsequent procurement milestones will be adjusted accordingly.
Last April, the SBMA invited prospective challengers to apply for eligibility and submit comparative proposals for the SBIA project, following the approval of an unsolicited proposal.
Cerberus Asia Pacific Investments LLC has proposed to manage the project under an operate-rehabilitate-add-transfer scheme, featuring a 25-year concession period subject to extension.
The project aims to transform the SBIA into a modern, high-capacity cargo hub, improving cargo shipment quality while meeting international standards.
The Swiss challenge, also referred to as a comparative challenge, is conducted under a right-to-match mechanism. Through this scheme, the original proponent—Cerberus, in this case—retains the right to match or improve upon the financial offer of the winning challenger within 30 calendar days.
The challenge period will run for 90 days from the issuance of the comparative challenge documents and will follow a single-stage bidding process.
“In case the SBMA PBAC determines the financial proposal of the original proponent to be superior or more advantageous to the government, or in case there is no challenger, the PPP contract shall be awarded to the original proponent,” the document read.
Interested challengers may obtain the instructions and other tender documents upon payment of a non-refundable participation fee of ₱1.4 million (approximately $23,333.33).
Only challengers that have paid the fee in full will be eligible to join the pre-bid conference, participate in the comparative challenge, and submit comparative proposals.
