'Pag-uyon 2026' civilian-military drills kick off in Iloilo

ILOILO CITY – A series of civilian-military exercises kicked off in southern Iloilo province on Tuesday to test response capabilities in security threats or natural disasters arise.
The Inter-Agency Territorial Defense Operations Exercise (ITDOEx) dubbed “Pag-ugyon 2026” brought together local governments, government agencies, and the military to simulate various scenarios, including handling civilian displacement, a missile attack, and coastal attack.
The Iloilo Provincial Disaster Risk Reduction and Management Council (PDRRMC) of the provincial government and units under the 301st Infantry Brigade (IBde) of the 3rd Infantry Division (ID) lead the June 16 to 17 simulation exercises in the towns of Miag-ao and San Joaquin.
Gov. Arthur “Toto” Defensor Jr., Armed Forces of the Philippines (AFP) Deputy Staff for Operations Major Gen. Elmer Suderio, 3rd ID commander Major Gen. Michael Samson, 301st IB chief Brig. Gen. Nhel Richard Patricio, and Lt. Col. Jekyll Dulawan of the 61st Infantry Battalion (IB) monitored the first day of ITDOEx, along with Mayors Richard Garin of Miag-ao and Joe Abad Lazaro Jr. of San Joaquin.
The two-day exercise is part of Defensor's Executive Order No. 2025-111 that institutes provincial community defense action towards peace, order, and resilience.
Retired Police Col. Cornelio Salinas, Iloilo PDRRM officer, said the event would test coordination among government agencies, local governments, security forces, and other non-government partners in managing mass displacement, public safety, medical emergencies, humanitarian assistance, and logistical operations.
Col. Leeroy Daanton, 301st IB deputy brigade commander, said that assessments would be made to improve coordination and collaboration between the military and civilian sectors when security threats or disasters arise.
Other participating agencies are Philippine Air Force (PAF), Philippine Navy (PN), Philippine Coast Guard (PCG), Iloilo Provincial Police Office (IPPO), Bureau of Fire Protection (BFP), Office of Civil Defense (OCD), Department of Social Welfare and Development (DSWD), Department of Health (DOH), Department of Information and Communications Technology (DICT), Department of the Interior and Local Government (DILG), and the local government units of Miag-ao and San Joaquin.
